MANILA, Philippines – Nagmula sa National Expenditures Program (NEP) para sa taong 2022 at 2023 ang dalawa pang flood control projects sa Bulacan na tinukoy ni Pangulong Ferdinand Marcos Jr. bilang “ghost projects,” sinabi ni Bicol Saro party-list Rep. Terry Ridon nitong Miyerkules, Agosto 27.
Sa Facebook post, sinabi ni Ridon na bukod sa flood control project sa Baliuag, Bulacan, dalawa iba pang flood control projects sa Calumpit, Bulacan na ipinatupad ng Department of Public Works and Highways (DPWH) ay nakatanggap ng pondo sa pamamagitan ng NEP.
“Similar to the Bulacan ghost project in Baliuag, Bulacan, the other two projects inspected by the President in Bulacan had been proposed by the executive to Congress, as indicated in the National Expenditure Program for 2022 and 2023,” ani Ridon.
Ang dalawang proyekto ay ang rehabilitasyon ng river protection structure sa Bulusan sa Calumpit na nagkakahalaga ng P96.4 milyon, at ang konstruksyon ng flood mitigation structures sa Barangay Frances, Calumpit, na nagkakahalaga ng P77.18 milyon.
“The 96.4M Rehabilitation of River Protection Structure along Bulusan, Calumpit, Bulacan project implemented by the DPWH First District Engineering Office and St. Timothy Construction Corporation was in the 2022 NEP and the 2022 General Appropriations Act (GAA),” aniya.
“On the other hand, the 77.19M Construction of Flood Mitigation Structures along Barangay Frances, Calumpit, Bulacan project implemented by the DPWH First District Engineering Office and Wawao Builders was in the 2023 NEP and the 2023 GAA,” dagdag pa ni Ridon.
Ayon kay Ridon, ang mga proyektong ito ay nagpakita na kaagad ng concrete deterioration kahit ilang taon pa lamang matapos itong makumpleto, na bahagi ng 2022 NEP na ipinanukala ni dating Pangulong Rodrigo Duterte.
Ang mga ito ay nakumpleto umano sa ilalim ng Marcos administration o noong Pebrero 2023.
“The St Timothy project was in the Duterte administration-proposed 2022 NEP and 2022 GAA, but it was completed during the Marcos administration on 2 February 2023,” paliwanag ni Ridon.
Ang pahayag ng mambabatas ay kasunod ng pagsasabing ang ilan sa mga maanomalyang flood control projects sa Bulacan ay nakatanggap ng alokasyon sa ilalim ng NEP na nagpapakita ang mga proyektong ito ay ipinanukala ng DPWH at hindi ng congressional insertions.
Sa ilalim ng budget process ng bansa, ang executive branch ang lumilikha ng NEP na pinagsama-samang mga budget proposal ng lahat ng ahensya ng pamahalaan katulad ng sa DPWH.
Ang NEP ay ipadadala sa Kongreso sa loob ng 30 araw matapos na magbukas ng regular session ang legislative branch.
Isasagawa ng Kamara ang budget deliberations at ang mga pagbabagong ipapanukala ng mga mambabatas sa NEP ay gagawing General Appropriations Bill (GAB).
Sa oras na pirmahan ng Pangulo ang badyet, ito ay magiging GAA. RNT/JGC
