40 priority bills ng PBBM admin naipasa sa pagtatapos ng 19th Congress

MANILA, Philippines – go nagtapos ang 19th Congress ang 40 mula sa 64 priority bills sa ilalim ng Common Legislative Agenda (CLA) na tinukoy ng Legislative-Executive Development Advisory Council (LEDAC).

Sa isang kalatas, sinabi ng Department of Economy, Planning, and Development (DEPDev) na ito pinakamataas na bilang ng priority measures na naipasa simula ng 10th Congress sa panahon ng administrasyon Ramos.

Ang LEDAC ay ang’ consultative at advisory body’ ng Pangulo pagdating sa mga programa at polisiya na mahalaga sa pagsasakatuparan ng mga layunin ng national economy.

Bago nag- adjourn o nagtapos ang 19th Congress nito lamang Hunyo 11, niratipikahan ng Senado at Mababang Kapulungan ng Kongreso ang ‘reconciled versions’ ng pitong priority bills sa ilalim ng CLA kung saan ay kabilang dito ang Government Optimization Act, Liberalizing the Lease of Private Lands by Foreign Investors, E-Governance Act, Konektadong Pinoy Act, Virology Institute of the Philippines, Accelerated and Reformed Right-of-Way (ARROW) Act, at ang Enhanced Fiscal Regime for Large-Scale Metallic Mining Act.

Sa oras na lagdaan ng Pangulo, ang mga batas na ito ay idaragdag sa 33 measures na naisabatas na sa ilalim ng CLA, itinaas ang kabuuan sa 40.

“This achievement would not have been possible without the heightened synergy between the Senate and the House of Representatives. We extend our sincere gratitude to Senate Presidents Francis Escudero and Juan Miguel Zubiri, and House Speaker Ferdinand Martin Romualdez, for their unwavering commitment to advancing our country’s legislative agenda for a brighter future for all Filipinos,” ang sinabi ni DEPDev Secretary Arsenio Balisacan.

Kabilang sa 33 enacted measures ay ang landmark economic and tax reforms gaya ng Public-Private Partnership (PPP) Code of the Philippines, ang Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act, ang Real Property Valuation and Assessment Reform Act, ang Capital Markets Efficiency Promotion Act, ang Trabaho Para sa Bayan Act, at ang Tatak Pinoy Act.

Ang mga panukalang batas ukol social development, partikular na sa edukasyon gaya ng Academic Recovery and Accessible Learning Program Act at ang Enterprise-Based Education and Training Framework Act, at maging ang panukalang batas hinggil sa agricultural productivity gaya ng New Agrarian Emancipation Act, ang Anti-Agricultural Economic Sabotage Act, at ang Amendments to the Agricultural Tariffication Act ay nilagdaan din upang maging ganap na batas.

“As we look ahead to the 20th Congress, we are hopeful for continued momentum in advancing our legislative agenda. In particular, DEPDev fully supports the passage of the Department of Water Resources Bill and the proposed National Land Use Act, as part of our thrust to complete the groundwork for more efficient governance and sustainable development in the years ahead,” ang sinabi ni Balisacan.
