LCSP CALLS FOR COMPREHENSIVE LAND TRANSPORTATION INSURANCE REFORM

FOR YEARS, the Lawyers for Commuters Safety and Protection has been witness to the pain and suffering of numerous families that either lost a loved one, or left emotionally and financially incapacitated as fathers, mothers, children and breadwinners were rendered permanently disabled as a result of road crashes.

These have been the source of our strength in advocating for the safety of all road users and aggressively fighting for the rights of the commuters in the country amid the reality on the ground that road crashes appear to be a normal part of the Filipinos daily lives.

Following the spate of fatal road crashes in the past days, we in the LCSP fully support any move to increase the insurance benefits of the drivers and passengers of private motor vehicles—to at least be aligned with the current insurance system for public utility vehicles.

We maintain that the current insurance system for private motor vehicles, under the Compulsory Third Party Liability, is impractical and an insult to the victims and families of road accidents since aside from very limited amount that must be divided among the victims in cases of multiple casualties, it takes weeks and even months before the claims are released.

The recent deadly road crashes must serve as a wake-up call for the national government, through the Insurance Commission and the Department of Transportation, to have a drastic reform in the insurance system that truly protects and focuses on the welfare of all road users.

And based on the review of the existing insurance systems, we in the LCSP believe that adopting the two-group insurance system is the most viable and practical in the country since the digital infrastructure and timed-tested processes are already present.

We are ready to extend our services in relation to its review and implementation, particularly on legal matters.

The spate of fatal road crashes raises the urgency for drastic, comprehensive and long overdue reforms in the land transportation insurance system.
