MANILA, Philippines – Itinanggi ni Public Works Secretary Manuel Bonoan ang pagkakasangkot sa umano’y katiwalian sa Department of Public Works and Highways (DPWH), kabilang ang mga flood control projects.
Ipaliwanag ni Bonoan na ang mga aktibidad ng DPWH ay delegado sa mga opisina ng distrito at rehiyon.
“Well, I think, regarding command responsibility, of course, I am at the top of the entire agency. But there are authorities that have been delegated to the district and regional offices. So we’ll actually look into whatever they still need to do. I believe we have already completed all the necessary documentation and sanctions, which are now with the involved district offices,” aniya.
Nang tanungin siya kung maaari niyang tiyak na sabihin na hindi siya sangkot sa alinman sa mga katiwalian. Aniya, “absolutely, on my part. No, no, no, no. I don’t even tolerate this kind of attitude. That’s why I am filing all the charges against anybody who is actually involved in these ghost projects that have been discovered by the president.”
Nang tanungin kung dapat bang subaybayan ng pambansang tanggapan ang mga proyekto bago lumitaw ang umano’y katiwalian, sinabi ni Bonoan na ang mga proyekto ay nasa ilalim ng awtoridad ng mga opisina ng distrito.
“Oh, it’s actually under the authority of the district offices or the district offices who implemented the project … That’s why initially I put them into floating status, and then today I think I issued the preventive suspension,” aniya.
“Well, because I was, well, in fairness, the implementation of these projects are actually lodged in the authority of the district offices, the district office,” dagdag niya. RNT/MND
