ILLEGAL gambling disguised as “STL-con-Lotteng” is spreading rapidly in Malabon.
These unlicensed kiosks openly operate in various barangays, illegally accepting bets on 2D (EZ2) and 3D (Swertres) draws — games that should only be conducted through authorized lotto outlets.
What makes this more alarming is how these kiosks operate without fear, blatantly hijacking official draw results.
This not only violates the law but also deprives the government of much-needed revenue and harms legitimate businesses.
STL operations are regulated, with clear rules on draw mechanics and schedules. The “STL-con-Lotteng” scheme disguises itself under the STL name to escape regulation and scrutiny. It’s nothing less than jueteng in STL clothing.
Barangay officials appear either negligent or complicit, allowing these operations to flourish under their noses. Their silence undermines public safety and trust.
We acknowledge that Malabon Police Chief Col. Allan Umipig has begun taking steps, but these efforts must continue until the entire syndicate is dismantled.
According to reports, a well-organized group is behind these operations. Thus, PNP Chief Lt. Gen. Jose Melencio “Tateng” Nartatez Jr. should direct CIDG Chief PBGen. Christopher Abrahano to join the crackdown and pursue the masterminds.
Interior Secretary Jonvic Remulla must also hold barangay captains accountable. Their primary role is to protect their communities and enforce the law — not turn a blind eye to crime happening in broad daylight.
National Capital Region Police Office director PMGen. Anthony Aberin must coordinate with local units to intensify the campaign against illegal gambling. The leadership of top police officials is crucial in restoring order.
Lastly, Mayor Jeannie Sandoval must take decisive action. The continued existence of these illegal kiosks undermines legitimate lotto operators and chips away at public confidence in her administration.
The STL-con-Lotteng problem is no longer just about illegal gambling — it’s about governance, accountability, and the rule of law.
