MANILA, Philippines – Hinikayat ng Malakanyang ang mga ahensiya ng gobyerno at local government units (LGUs) na tulungan ang mga transporters ng agricultural products na samantalahin ang mas mababang toll at port fees na nauna ng ipinag-utos ni Pangulong Ferdinand Marcos Jr para pagaanin ang epekto ng mataas na presyo ng langis sa pagkain.
“This begins with the speedy accreditation of farmers and traders who are qualified for the toll fee waiver,” ayon kay Executive Secretary Ralph Recto.
Ang month-long toll-free privilege sa mga pangunahing expressways, pinabilis ng Department of Transportation at attached agency nito na Toll Regulatory Board, naging epektibo, araw ng Lunes, Abril 20.
“Unnecessary and unreasonable stopping and inspection of food trucks by police and LGU checkpoints should also stop because it delays travel and wastes fuel,” aniya pa rin.
Winika pa ni Recto na ang “toll and port fees holiday” ay bahagi ng “basket of initiatives” ipinatutupad ng gobyerno para makatulong na mapagaan ang epekto ng krisis sa Gitnang Silangan.
“If you notice, even the Department of Agriculture has started buying direct from farmers, and these food convoys will be scaled up, if needed,” ang tinuran ni Recto.
Sa kabilang dako, sinabi ng DA, mayroong 1,162 private trucks ang kasalukuyang accredited sa ilalim ng Food Lane Program nito. Maaari itong umakyat ng hanggang 7 milyong kilos ng pagkain sa araw-araw sa pangunahing mga merkado.
“The DA’s goal is to encourage the 3,100 truckers previously registered to get their easy-to-renew accreditation,” ani Recto.
At upang mapabilis ang paghahatid, sinabi ni Recto na ang mga sasakyan na may kargang pagkain at perishable goods, at maging oil tankers, ay exempted mula sa 6-9 ng umaga at 4-8 sa gabi na truck ban sa Metro Manila.
“At maaaring ma-extend ‘yan batay sa ating pag-aaral sa mga kondisyong umiiral,” anito.
Samantala, kapuwa naman sinuspinde ng Metropolitan Manila Development Authority at local government units ang pass-through at delivery fees para sa cargo vehicles na nagba-byahe ng goods sa Metro Manila.
“Transport expenses add a DA-estimated retail cost of up to P5 for every kilo of foodstuff, “But another study pegs it at P7,” ayon kay Recto.
“if 3,000 trucks will benefit from the free road toll under the Food Lane Program, their combined savings will be between P150 million to P165 million a month,” aniya pa rin.
