MANILA, Philippines – Nagbabala si Senador Alan Peter Cayetano sa 18 nagpakilalang dating Marines sa pagdalo sa imbestigasyon sa flood control scandal na isasagawa ng paksyon ng Blue Ribbon Committee na pinangungunahan ni Senador Sherwin Gatchalian ngayong Lunes, Hunyo 8.
Aniya, ang hearing na ito ay hindi awtorisado.
Nag-isyu si Cayetano ng pahayag bilang tugon kay Atty. Levito Baligod, counsel ng 18 indibidwal na inimbitahan din umano ang mga ito sa pagdinig ngayong Lunes.
“We must clarify, however, that the hearing purportedly set for 08 June 2026 was not authorized by this Office, by Senator Pia S. Cayetano as Committee Chairperson, or by Senator Rodante D. Marcoleta as Subcommittee Chairperson,” ani Cayetano.
“None of these offices scheduled such a hearing or authorized Director Josephine D.G. Herrera to issue any invitation in connection with it. The notice you received did not come from any of them,” sinabi pa ng senador kaugnay sa liham kay Baligod.
Tanging ang mga awtorisadong opisina lamang umano ang maaaring mag-isyu ng official notices at imbitasyon para sa committee hearings.
“For the guidance of all concerned: invitations to committee hearings may issue only from the Office of Senator Pia S. Cayetano, the Office of Senator Rodante D. Marcoleta, or the Committee Secretariat acting under their direction,” aniya.
“These remain the sole authorized sources of all official notices, invitations, and scheduling for the committee and its subcommittee,” dagdag ni Cayetano.
Matatandaan na sa kabila ng balasahan sa liderato ng Senado noong nakaraang linggo at napalitan ang mga chairman ng mga komite, nagpatuloy pa rin ang Cayetano bloc sa sarili nitong hearing sa flood control anomaly noong Hunyo 4 kung saan si Senador Pia Cayetano ang umupo sa Blue Ribbon Committee.
Sa pagkakataong iyon ay nagpakita ang 18 indibidwal na nagpakilalang dating Marines na nagsabing naghatid umano sila ng mga maleta na may cash mula kay dating mambabatas Zaldy Co patungo sa ilang opisyal kabilang sina Pangulong Ferdinand Marcos Jr., Senador Vicente “Tito” Sotto III at Erwin Tulfo, Rep. Leila de Lima, at dating Rep. France Castro, at iba pa.
Kasunod nito ay inimbitahan din ang ito sa hearing na inorganisa ng grupo nina Gatchalian.
Nagbabala naman si Cayetano na kung dadalo ang mga ito sa pagdinig ay hindi nila magagarantiyahan ang mga ito ng procedural safeguards at proteksyon na nararapat para sa mga witness.
“Recent threats of arrest directed at participants, and the involvement of various government agencies in matters touching these testimonies, have raised legitimate concern for the treatment of witnesses and for an atmosphere fit for the search for truth,” anang senador.
“We therefore urge all concerned to exercise prudence and to verify the source and authority of any invitation purporting to compel their appearance,” dagdag pa ni Cayetano.
Nauna nang sinabi ni Gatchalian na hindi kinikilala ng Senado ang mga pahayag ng 18 indibidwal na nagpakilalang dating miyembro ng Marines sa nagdaang hearing at sinabing ang pagtitipon ay hindi dapat ituring bilang official Senate proceeding na sakop ng parliamentary immunity. RNT/JGC
