MANILA, Philippines – Matinding hiniling ni Senator-judge Bam Aquino sa National Bureau of Investigation (NBI) na tugisin ang sinasabing kinontrata ni Vice President Sara Duterte na papatay kay Pangulong Ferdinand Marcos Jr., at iba pa upang mahubaran ng maskara.
Sa kanyang pagtatanong sa ikaapat na araw ng impeachment trial ni Duterte, kinuwestiyon ni Aquino si NBI-Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Regional Director Atty. Jeremy Lotoc hinggil sa status ng hitman na kinalap sa pagpatay.
Ayon kay Aquino, dapat nakakuha ng kongkretong ebidensiya ang NBI sa sinasabing hitman na kinontra ni Duterte dahil sobrang bigat ng pahayag nito sa pagbabanta kay Marcos kabilang si First Lady Lisa Marcos at dating House Speaker Martin Romualdez.
Sa kanyang online press conference noong Nobyembre 23, 2025, nagbanta si Duterte na may kinontrata siyang hitman upang ipapatay ang first couple at Romualdez sakaling patayin ito sa natuklasang Oplan Romanov.
“My question is focused on the person who was spoken to or allegedly contracted by Vice President Sara Duterte to kill the President, First Lady, and former Speaker. Did you continue the investigation to find this person?” tanong ni Aquino sa ikaapat na araw ng Impeachment Trial ni Vice President Sara Duterte nitong Lunes, July 13, 2026.
Bilang tugon, inamin ni Lotoc na nabigo ang NBI na i-validate or kumpirmahin ang detalye hinggil sa hitman sa kabila nang pagpapalabas ng subpoena sa media personalities na nakasaksi sa online press conference.
Sinabi ni Aquino na kahit malinaw na naidekomento ang aktuwal na broadcast ang sunod-sunod na pagbabanta laban kay Marcos, nabigong matukoy ang pagkakakilanlan ng hitman kaya hindi beripikado ang banta.
“So what you mean to say is that, as the NBI, you were not able to find this person. But you based your assessment on the statement because it was explicitly stated by the Vice President herself,” ani Aquino.
Iginiit ni Lotoc na itinuturing ng NBI ang kabuuan ng pahayag ni Duterte na may kabuuan ng kasersohan o may ganap na kabigatan sanhi ng matinding galit o pagmumura na ipinakita ng bise presidente.
Ipinaliwanag pa niya na nananatiling bukas ang imbestigasyon habang hinihintay ang mga actionable data mula sa publiko o sangkot na partido.
Sa pagtatanong naman ni Senator-judge Joel Villanueva hinggil sa pamantayan na ginamit ng NBI kung hindi matukoy o mahanap ang sinasabing hitman, kung awtomatikong hindi na credible o hindi dapat kilusan ang banta.
“Or does the NBI still consider the statements uttered and the surrounding circumstances and the totality of the evidence before deciding to proceed for further investigation?,” ayon kay Villanueva.
Tugon ni Lotoc: “No, your Honor. The threat was absolute. We follow the test of mens rea, your Honor, in considering whether or not the threat is… totoo. Una, we examine the utterances objectively and we interpret the same in light of the circumstances where the utterances was made, the manner in which they were spoken, the person to whom they were addressed, the relationship between the parties and the reactions of the recipients of those utterances, your Honor. “
“As I’ve said a while ago, the direct examination in the analysis phase, we considered the intent, the capability and the motive, your Honor. Kasama po yun. Kinonsider po namin. The fact that she is the second highest official of the land and definitely she’s capable of doing so and then there’s motive in the sense na may mga issues na sila. Galit na ang Bise Presidente then na-trigger dito sa November 23,” dagdag ni Lotoc.
Dating hepe ng Anti-Cybercrime Division ng NBI, at ngayon regional director ng BARMM si Lotoc na kasama sa nag-imbestiga sa naturang banta ni Vice President Duterte.
