MANILA, Philippines – Kinumpirma ng International Criminal Court ang pagiging tunay ng arrest warrant laban kay Sen. Ronald “Bato” Dela Rosa kaugnay ng mga pagpatay sa ilalim ng war on drugs ng administrasyong Duterte.
Ayon kay ICC spokesperson Orianne Maillet, lihim na inilabas ng Pre-Trial Chamber I ang warrant noong Nobyembre 6, 2025 at kasalukuyan na itong inaalis sa ilalim ng seal o pagiging kumpidensyal.
“The International Criminal Court confirms that the document published by the national authorities of the Republic of the Philippines and circulated in the media is indeed a formal ICC document,” ani Maillet.
Sa 16-pahinang warrant, sinabi ng ICC na may “alleged criminal responsibility as an indirect co-perpetrator” si Dela Rosa sa crimes against humanity na murder mula Hulyo 3, 2016 hanggang katapusan ng Abril 2018 kung saan hindi bababa sa 32 katao ang napatay.
“Based on the material submitted by the Prosecution in support of the Incidents, the Chamber finds reasonable grounds to believe that, at least between 3 July 2016 and the end of April 2018, members of the Philippines’ law enforcement, sometimes with the assistance of persons who were not part of the police such as non-police assets and paid hitmen, killed no less than 32 persons,” nakasaad sa warrant.
Sinabi rin ng ICC na may sapat na basehan upang paniwalaang may pananagutang kriminal si Dela Rosa bilang indirect co-perpetrator sa ilalim ng Rome Statute. Iginiit din ng tribunal na kinakailangan ang kanyang pag-aresto upang matiyak ang kanyang pagharap sa korte at maiwasan ang posibleng panghihimasok sa imbestigasyon.
“After evaluating the information submitted by the Prosecution, the Chamber accepts that ‘there is no reasonable expectation that he would cooperate with a summons to appear issued by the Court’,” ayon pa sa chamber.
Binanggit din ng ICC ang ulat na nagbanta umano si Dela Rosa laban sa isang ICC investigator at tinawag na “traitors” ang mga nakikipagtulungan sa imbestigasyon.
Nagsilbing hepe ng Philippine National Police si Dela Rosa mula Hulyo 2016 hanggang Abril 2018 sa kasagsagan ng anti-drug campaign ni dating Pangulong Rodrigo Duterte. Nabanggit din ng ICC ang kanyang panunungkulan bilang Davao City police chief at Bureau of Corrections chief.
Nauna nang sinabi ni dating senador Antonio Trillanes IV na naipadala na sa Philippine Center on Transnational Crime ang kopya ng warrant. Naiulat din na nagtangkang isilbi ng mga tauhan ng National Bureau of Investigation ang arrest warrant laban sa senador. Dave Baluyot
