NAIS ni Pangulong Ferdinand Marcos Jr. na tumagal lamang ng 10 minuto ang pagpo-proseso ng business permits sa local government units (LGUs).
Isiniwalat ni Anti-Red Tape Authority (ARTA) Undersecretary Geneses Abot na ang 10-minute processing time ang siyang layunin ngayon ni Pangulong Marcos.
“The first things first. Actually, iyong (the) one-day processing time for business permits is already achievable. Hindi lang lahat ng mga LGUs are doing it. But the fastest I think is 30 minutes for a city in NCR (National Capital Region) which was able to process a business permit within 30 minutes,” ang sinabi ni Abot sa isang post-SONA forum.
“Our goal — we hope to achieve this together with other government agencies, especially the DILG (Department of the Interior and Local Government)— is 10 minutes,” aniya pa rin sabay sabing “So, that’s an ambitious number but we want to do that.”
Sa kasalukuyan, may ilang LGUs na umaabot sa 30 minuto ang pagpo-proaeso ng permit habang ang iba naman ay umabot ng isang oras o isang araw pa.
“But we want that all of the LGUs would be able to have their business process reduced by at least half or more by the end of the year,” ayon kay Abot.
Tinuran ni Abot na ang development ng bagong sistema at mga programa Gaya ng electronic Business One-Stop Shop (eBOSS) Compliance program at electronic Business One-Stop Shop (eBOSS) ay makatutulong ng malaki para bawasan ang processing time para sa permit at pagpo- promote ng “ease of doing business.”
“We also have the digitalization projects such as the PBRIS which is the Philippine Business Regulations Information System,” ang sinabi ni Abot.
“We also have this program about government services. This is the ARTEMIS, which is the Anti-Red Tape Electronic Management Information System,” ang winika nito.
Ang ARTEMIS ay ang database ng lahat ng government agencies at kanilang serbisyo.
“The services will be accessed by the transacting public and even government agencies,” ayon sa ulat.
Ang PBRIS ay panibagong online platform na “provides accessible information on the Philippine Regulatory Management System and the laws and regulations that are relevant to the public.”
“It is mandated by Section 17(k) of R.A. 11032 to serve as a platform for stakeholder consultation and notification and a portal for submission of access to regulatory impact assessment documents,” ayon pa rin sa ulat.
