MANILA, Philippines – KAPUWA “on board” na ang Association of Southeast Asian Nations (ASEAN) at ang Tsina para pabilisin at tapusin ang Code of Conduct (COC) sa South China Sea ngayong taon.
“[W]hat is important to underscore here is that the parties — the ASEAN member states and China — they are all on board in terms of reaching a conclusion of the negotiations,” ayon kay Foreign Affairs spokesperson for ASEAN Dax Imperial sa isang presser sa BAI Hotel sa Mandaue City.
Inihayag ito ni Imperial bago pa ang susunod na round ng COC negotiations na pormal na isasagawa sa sidelines ng serye ng ASEAN meetings sa Cebu City sa darating na Enero 30.
“I think everyone, all the parties, are really bent on being able to endeavor concluding, hopefully, the negotiations within the 2026 timeline,” anito.
Ang Pilipinas, aniya, ay sinusuportahan ang maagang konklusyon sa pamamagitan ng pagtutulak na mag-convene ng mas maraming COC-related meetings sa pagitan ng Beijing at ng bloc.
Gayunman, hindi nagbigay ng detalye si Imperial nang tanungin kung ilan sa tinatawag na milestone issues o “the most contentious subjects” na may kaugnayan sa COC ang naresolba na.
“All of those are being addressed really every time there are meetings or negotiations of the COC… What I can say is that there is always that progress every time there’s a meeting that is involved,” ayon kay Imperial.
Aniya pa rin, ang four milestone issues ay kinabibilangan ng “connection between the COC and the non-binding Declaration of Conduct (DOC) on the South China Sea; whether the final document is legally binding or not; the COC’s geographical scope; and the definition of terms, such as self-restraint.”
Ang COC, na tinrabaho ng maraming taon, ay inaasahang makapagbibigay ng hanay ng mga tuntunin para pamahalaan ang tensyon sa pinagtatalunang South China Sea.
Ang huling round ng negosasyon sa pagitan ng mga senior officials mula Beijing at bloc ay ginawa sa panahon ng 50th ASEAN-China Joint Working Group sa pagpapatupad ng DOC sa Kunming, China, noong Nov. 24-26, 2025.
