Manila, Philippines – Tinaningan ng House Committee on Appropriations si Secretary Vince Dizon ng Department of Public Works and Highways (DPWH) na isumite sa Kamara ang 2026 revised proposal ng naturang ahensya na nagkakahalaga ng P881 bilyon hanggang sa Biyernes ng susunod na linggo, September 12.
Sa pagdinig ng komite ay nagpasiya ang mga mambabatas na sa halip na ibalik sa Department of Budget and Management (DBM) ang buong 2026 National Expenditure Program (NEP) ay minarapat na pagsumitihin ang DBM at DPWH ng revised at bagong panukalang badyet nito matapos na mahirapan si Dizon na sagutin ang maraming katanungan ng mga kongresista sa deliberasyon ng pondo ng ahensya.
Ani Suansing, hindi nangangahulugan na lusot na ang isusumiteng bagong panukalang badyet ng DPWH kungdi dadaan pa aniya ito sa masusing pagsusuri ng mga mambabatas.
“We want to reassure members of this chamber as well as the public that once the DPWH submits the revised budget it will be closely scrutinized and deliberated on by the Committee on Appropriations on a later date. I will put it in the context of the committee deliberations, which at the moment we are scheduled to end Sept. 16, so that we can move to the plenary thereafter. So in light of that, we hope to schedule the next hearing of the DPWH (budget) within that week of Sept. 15 and 16,” sinabi ni Suansing.
Binigyang diin ni Suansing na mahalagang mabusisi ang P249 bilyong pondo para sa flood control matapos na magdulot at sumulpot ang mga nakaaalarmang paglulustay sa pondo ng bayan dahil sa paglutang ng mga ghost projects.
“In the wake of devastating typhoons, and intense monsoon rains, flawed or incomplete projects have caused immeasurable human suffering and disrupted lives across the country. This year’s allocation of P249 billion for flood control has come under intense scrutiny. triggered by alarming revelations of ghost projects, substandard execution and over concentration of contracts among a few entities.”
Dahil dito, umapela siya sa kapwa mambabatas na gawing ang mga pagbusisi sa pondo ng DPWH ay gawing may integridad at makabubuting maipatupad ang mga sumusunod:
1) structural reforms needed in the DPWH to guarantee accountability and responsiveness;
2) overhaul of the 2026 DPWH budget in the NEP to ensure projects and funding go to where they are most needed; and
3) how to ensure only critical flood control projects will be funded.
Naunang ipinahayag ni Dizon na may dalawang pangunahing mandato na ibinigay sa kaniya ang pangulong Marcos, ito ay ang paglilinis sa loob ng DPWH at repormahin aniya ang ahensya. (Meliza Maluntag)
