MANILA, Philippines – Malugod na tinanggap ni Education Secretary Sonny Angara ang pagpirma sa Ligtas Pinoy Centers Act, na mag-oobliga sa pagtatayo ng mga dedicated evacuation center sa bawat lungsod at munisipalidad sa bansa.
“This legislation is a game changer not only for our disaster response but also for public education. It addresses a long-standing issue of public schools being used as evacuation centers. With this law, we can ensure that learning recovery can immediately take place after disasters,” saad sa pahayag ni Angara.
Sa kasalukuyan, pinapayagan ng Department of Education (DepEd) ang mga pampublikong paaralan na magsilbing evacuation centers nang hanggang 15 araw.
Nitong Biyernes, Disyembre 6, tinintahan ni Marcos ang Ligtas Pinoy Centers Act na nagbibigay mandato sa pagtatayo ng permanent evacuation centers na naka-disenyong makayanan ng malalakas na bagyo na hanggang 300 kilometro kada oras, at lindol na hanggang magnitude 8.0.
“Investing in these climate-resilient facilities must be the norm, for we are not only protecting the people’s lives but also capacitating our local government units to respond, reduce, and manage the risks of disasters,” ani Marcos.
Sa ilalim ng batas, ang evacuation center ay ilalagay na malayo sa mga danger areas, at gagabayan ng geohazard maps mula sa Mines and Geosciences Bureau (MGB), PHIVOLCS, at PAGASA.
Ang bawat center ay dapat na well ventilated at mayroong mga mahahalagang pasilidad katulad ng sleeping quarters, magkakahiwalay na shower areas, kusina, healthcare spaces, recreational areas, at iba pa. RNT/JGC
