MANILA, Philippines- Nakatakdang talupan ng Senado ang miyembro ng Monetary Board ng Bangko Sentral ng Pilipinas (BSP) kung bakit winakasan ang kontrata sa supplier na gumagawa ng national identification cards.
Sinabi ni Senate Minority Leader Aquilino “Koko” Pimentel III na kanyang hiniling sa Senate Resolution No. 1192 na paimbestigahan ang ginawang “termination of contract” ng BSP sa supplier ng cards at kagamitan para sa Philippine Identification System (PhilSys) o ang National ID project.
Aniya, layunin ng resolusyon na iimbestigahan sa bagay na makatutugon sa backlog ng National ID at rebyuhin ang implementasyon ng Republic Act No. 11055 o ang Philippine Identification System Act.
Binanggit ni Pimentel sa resolusyon ang desisyon ng BSP Monetary Board na nagresulta sa paghahanap ng panibagong supplier at lumutang ang alalahanin hinggil sa pagpapatuloy at episyente sa implementasyon ng RA 11055.
Kahit iniulat ng Philippine Statistics Authority na may naitalang 89 million registrations at nakapaghatid ng tinatayang aabot sa 53 million national IDs, sinabi ni Pimentel na “the implementation of RA 11055 has faced substantial challenges, including a backlog of 32 million physical cards, primarily due to the limited capacity of printing facilities.”
Aniya, kailangang sagutin ng Monetary Board ang mga sumusunod na katanungan hinggil sa imbestigasyon:
“What are the underlying root causes of the delays and inefficiencies in the implementation of RA No. 11055?
What steps should the PSA and the BSP take to establish and implement a detailed catch-up plan to address the current backlog of PhilID card production and distribution?
How can the criteria for selecting future vendors be revised and strengthened to place greater emphasis on capacity, reliability, and track record, mitigating risks of future contract failures?
How can public communication efforts be enhanced to keep Filipino citizens informed about the status of the PhilSys implementation, including expected timelines for resolving the backlog and generating interest in applying for PhilID cards?”
