MANILA, Philippines – Pinagpapaliwanag ng National Commission on Indigenous Peoples ang mga pulis mula sa Capas, Tarlac sa nangyaring pag-aresto sa mga miyembro ng indigenous Aeta people na nagbarikada sa Mount Pinatubo crater sa isang kilos-protesta, at sinabing ang insidente ay “highlights critical issues regarding indigenous rights and tourism practices.”
Ayon sa IP alliance Katribu Kalipunan ng Katutubong Mamamayan ng Pilipinas, inaresto ng mga pulis ang mga miyembro ng Aeta Community na humarang sa mga turista na patungo sa bulkan na isang kilalang tourist destination, noong Abril 18.
“While some individuals were briefly taken into custody by the police authorities, they were released the same day with no charges filed,” sinabi ng NCIP nitong Biyernes, Abril 25.
“Nevertheless, we are seeking explanation from the law enforcement authorities on the propriety of taking into custody of the Indigenous Peoples who are peacefully airing their grievances within the four corners of their ancestral domain.”
Ang ancestral domain ay tumutukoy sa lupa na pagmamay-ari ng IP groups o indigenous cultural communities “since time immemorial, continuously to the present.”
Nitong Miyerkules, sinabi na ang turismo at kaunlaran sa Mount Pinatubo ay ginamit “to weaponized as tools of displacement and marginalization” ng mga lokal, kabilang ang Aeta community sa Capas.
Ang turismo rin umano sa lugar ay isinasagawa nang walang “genuine free and prior informed consent (FPIC), cultural sensitivity, and compensation for the Aeta communities.”
Ang FPIC ay isang requirement para sa mga aktibidad kabilang ang turismo, at pagmimina, sa ancestral sa ilalim ng Republic Act No. 8371 o Indigenous Peoples Rights Act of 1997. RNT/JGC
