MANILA, Philippines- Sinabi ni Commission on Higher Education (CHED) chairman Prospero de Vera nitong Martes na posibleng maging “disastrous” ang screening test para sa free tuition sa pagtitiyak ng mas malawak na access sa college education.
Ito ang naging babala ni De Vera matapos imungkahi ni Finance Secretary Benjamin Diokno ang national test — bukod sa admissions exams ng mga paaralan — upang matukoy ang mga estudyanteng pasok sa free tuition at iba pang mge benepisyo.
Inihayag ni Diokno, budget secretary nang maipasa ang Universal Access to Quality Tertiary Education Act noong 2017, ang pag-aalala sa sustainability ng free college tuition program.
“If the admissions test they’re talking about is like UPCAT (University of the Philippines College Admission Test), it’s going to be disastrous,” giit ni De Vera.
Ani De Vera, ang mga nakapasa sa UPCAT ay mula sa “relatively richer families from urban areas who have the money” para makapag-enroll sa review classes, para maging “more prepared” sila sa pagsusulit.
Aniya, marami ang maiiwan sa free tuition program sakaling ikasa ang screening test.
“Shouldn’t we emphasize equity in higher education?” aniya.
Sa ilalim ng batas, lahat ng estudyanteng Filipino na enrolled sa state and local universities at colleges “shall be exempt from paying tuition and other school fees for units enrolled” sa kondisyong pasado sila sa entrance exams at nakaabot sa retention requirements.
Ani De Vera, dapat tiyakin ng gobyerno na naibibigay nito ang access to sa higher education “to those coming from poor families, those that are coming from public schools, the children of indigenous communities, the children of rebel returnees”.
Anang CHED chairman, naniniwala siyang ang edukasyon ang “great equalizer” na nagbibigay ng pag-asa at oportunidad sa mga nasa laylayan.
“They’re not asking for special treatment, they’re asking for a chance. And once you give them a chance — I assure you — most of them will use the chance to better their lives,” aniya. RNT/SA
