MANILA, Philippines – Patong patong na reklamo ang isinampa sa Office of the Ombudsman laban kay Commission on Higher Education (CHED) Chairman Prospero “Popoy” De Vera dahil sa nawawalang P10.3 billion higher education development fund na alokasyon para sa free tuition at living allowance para sa mga estudyante sa ilalim ng Republic Act (RA) 10931 o Universal Access to Quality Tertiary Education Act.
Si de Vera ay inireklamo ng negligence of duties, paglabag sa Ease of Doing Business Law, grave abuse of power and authority, moral injury sa mga estudyante at hindi pagbibigay ng pondo para sa mga scholars.
Sa reklamo ni Agapito Lubaton, administrator at chief executive officer ng Marvelous College of Technology, na nasa Koronadal City at isa sa mga private higher educational institutions (HEIs) na awtorisadong tumanggap ng government scholars, sinabi nito na sa mga nakalipas na taon ay maayos ang pagpopondo sa Unified Student Financial Assistance System for Tertiary Education(UNIFAST) subalit simula school year 2021-2022 at 2022-2023 ay nagkaroon na ng problema nang hindi na iremit ng CHED ang pondo para sa mga student scholars.
Ipinaliwanag ni Lubaton na sa ilalim ng UNIFAST ang mga student scholar na nakaenrol sa HEIs ay binibigyan ng P30,000 kada semester na tuition fee at living allowance na ireremit sa mga unibersidad ngunit hindi ito naisagawa.
“Chairman De Vera had only paid and given the tuition fee in the amount of P10,000 for SY 2021-2022 but the P20,000 living allowances of students per semester for about two years now has not been paid up to the present” nakasaad sa reklamo.
“Mr. De Vera utterly failed to provide and give preferential attention and prompt action on the 2-year delay in the payment of UniFAST for no apparent and valid reason. Upon being confronted, he would always reason out that there was no budget allocation,” paliwanag ni Lubaton.
Ani Lubaton mayroong P10.3 billion na alokasyon ang CHED para sa programa at ang nasabing pondo ay mula sa Philippine Amusement and Gaming Corp. (Pagcor), Professional Regulation Commission (PRC) at travel tax.
Ngunit hindi nakakabayad ang CHED sa mga HEIs na aabot na umano sa P2.1B para lamang sa school year 2021 hanggang 2023.
Samantala, binatikos din ni Lubaton ang bagong UNIFAST portal na ginagamit ng CHED na kanilang binago nang walang kunsultasyon sa mga stakeholders.
Sinabi ni Lubaton na sa bagong portal na ginagamit na vaidation para sa student scholars ay hindi naisama ang mga dati nang estudyante kaya naman apektado ito dahil nawala sila sa listahan at ang isinama dito ay ang mga nasa DSWD Listahan 3.0.
“What appears in the said list are the names of the parents not the list of names of the students. Now, what will happen to students who were already enrolled but have not paid yet the tuition/school fees for they are hoping that they will be granted scholarship by UNIFAST thru CHED and they are expecting that upon validation, their names will be included in the said list, otherwise, many students will be displaced and will no longer be covered by the scholarship program for CHED,” nakasaad pa sa reklamo.
