MANILA, Philippines – Nasungkit ni Atty. Francis Saturnino Juan, dating executive director ng Energy Regulatory Commission (ERC) ang posisyon bilang chairperson ng komisyon.
Sa press briefing sa Malakanyang, inanunsyo ni Palace Press Officer at Presidential Communications Undersecretary Claire Castro na itinalaga ng Pangulo si Juan bilang kapalit ni dating ERC chair Monalisa Dimalanta na di umano’y napilitang magbitiw sa tungkulin dahil sa paksyon sa Malakanyang.
“Mayroon pa po tayong isang announcement, following the confirmed resignation of ERC Chairperson Monalisa Dimalanta effective August 8, we extend our deepest gratitude for her dedicated service to the Commission and to the Filipino people. We wish her continued success as she returns to private practice,” ayon kay Castro.
“On behalf of the Office of the President, I am pleased to announce the new appointments to the Energy Regulatory Commission [ERC] effective August 8, 2025. Appointed as Chairperson of the ERC is Atty. Francis Saturnino C. Juan. Assistant Energy Expert Atty. Juan brings with him decades of experience in regulatory affairs having previously served as executive director and general counsel of the ERC and currently as President of the Independent Electricity Market Operator of the Philippines,” ayon pa rin kay Castro.
“With his deep institutionalized knowledge and leadership, we are confident that Chairperson Juan will stir the ERC toward more efficient, transparent and pro-consumer decision-making. We look forward to smooth and seamless transition under his chairmanship,” aniya pa rin.
Sa kabilang dako, inanunsyo rin ni Castro ang pagtatalaga kina Atty. Amante A. Liberato at Atty. Paris G. Real bilang mga ERC Commissioners epektibo sa kanilang panunungkulan.
Si Atty. Liberato ay kasalukuyang nagsisilbi bilang Deputy Executive Secretary for Finance and Administration sa Office of the President (OP).
Isang abogado at Certified Public Accountant, may bitbit na malawak na karanasan sa public finance, legal reform at governance’ na noon ay nagsilbi sa Commission on Audit at sa iba’t ibang consultancy roles sa legislative at executive branches.
“His strong background in fiscal management and regulatory policy will be vital in supporting institutional reforms within the ERC,” ani Castro.
Sa kabilang dako, si Atty. Paris Real naman ay isang season litigator at isang legal adviser na mayroong mahigit na dalawang dekadang karanasan kabilang na ang aktibong partisipasyon sa mataas na epekto ng ERC regulatory proceedings para sa mahigit na 10 taon.
Kilala siya para sa kanyang pagtuon sa ‘legal integrity, consumer protection na inaasahan para palakasin ang quasi-judicial processes ng komisyon.
