MANILA, Philippines – Kumpiyansa si Tingog Partylist Rep. Jude Acidre na marami pang pasabog si retired police colonel at dating Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma kaugnay ng mga pagpatay sa pagpapatupad ng war on drugs ni dating Pangulong Rodrigo Duterte.
Sa kanyang pagharap sa pagdinig ng House Quad Committee, isiniwalat ni Garma ang reward system sa war on drugs na mistulang nag-enganyo sa mga pulis na pumatay ng mga drug suspect sa halip na arestuhin ang mga ito.
“Her testimonies lay bare what many have feared: that the so-called war on drugs wasn’t just a campaign against crime—it was a state-sanctioned bloodbath,” ani Acidre.
“The details we are hearing are appalling, and it is clear that this wasn’t an anti-drug campaign—it was a systematic execution plan with rewards for killings.”
Si Garma ay itinalaga ni Duterte bilang General Manager ng PCSO matapos ang kanyang maagang pagreretiro sa PNP.
Sinabi ni Garma na kinontak siya ni Duterte noong 2016 upang maghanap ng pulis na siyang magpapatupad sa Davao model ng war on drugs sa buong bansa. Ang kanyang inirekomenda ay si Police Col. Edilberto Leonardo.
“These revelations are shocking, but unfortunately, they aren’t surprising. The Duterte administration was known for its violent rhetoric, but we are now seeing how deeply entrenched this violence was in the institutions themselves,” sabi ni Acidre. “Garma’s testimony doesn’t just implicate rogue officers—it implicates the highest levels of government, including Duterte and Go.”
Ayon kay Garma, sinabi sa kanya ni Leonardo na siya ay nagsumite ng proposal kay Duterte sa pamamagitan ni Go. Kasama umano sa plano ang pagre-report ng mga napapaslang at ang reward para sa mga ito. Ibinabalik din umano sa mga pulis ang gastos sa kanilang operasyon.
“We are talking about a reward system for murder. This isn’t governance; this is criminal,” dagdag pa ni Acidre. “The fact that such a system existed—and that it was reported directly to figures like Go—proves that this wasn’t a war on drugs, but a war on the most vulnerable in our society.”
Itinakda ang susunod na pagdinig ng House Quad Committee sa Oktobre 22 at inaasahan umano ni Acidre ang muling pagharap ni Garma para isiwalat pa ang kanyang mga nalalaman.
Hinimok ni Acidre ang publiko na maging mapagbantay habang unti-unting naisisiwalat ang mga detalye at lumalabas ang katotohanan kaugnay ng mga ginawa ng administrasyong Duterte.
