MANILA, Philippines- Nais ni Pangulong Ferdinand R. Marcos Jr. na ang lahat ng agricultural lands sa bansa ay sumailalim sa geomapping para magtatag ng soil maps para sa partikular na agricultural products para tiyakin na maitataas ang ani at mapahuhusay ang kita ng mga magsasaka.
Nagpalabas ng kautusan ang Pangulo sa isinagawang pakikipagpulong sa Philippine Rice Industry Stakeholders Movement (PRISM) sa Palasyo ng Malakanyang, araw ng Miyerkules.
Ayon sa Pangulo, gumagamit na ang pamahalaan ng geomapping sa paglutas sa pagpapatitulo para palakasin ang agricultural production at itaas ang kita ng mga magsasaka.
“Iyong sa geomapping, actually ginagamit na namin ang mapa ng BIR (Bureau of Internal Revenue) at saka NAMRIA (National Mapping and Resource Information Authority). We are putting together everything kasi mahirap naman ipa-survey lahat. So, para alam na natin ‘yung mga areas and it started also with irrigation, sa NIA,” ayon sa Pangulo.
“So from that, ‘yung titling problem na sinasabi natin, magiging mas madali. But at least ma-define na natin ‘yung mga parcels of land and, in that way, alam na natin. So, kung maalis na natin ang titling problem, mas madali na lahat,” aniya pa rin.
Ayon sa online source, ang geomapping “is the process of converting raw data from surveys into a geomap that helps by providing a visualization of the location of utilities quickly and accurately.”
Binanggit din ng PRISM ang ilang isyu sa isinagawang meeting, bagama’t base sa naging talakayan, marami sa mga hamon ay handa nang tugunan ang kasalukuyang “government interventions at programs.”
Kabilang sa concerns ay ang mataas na halaga ng rice production at limitadong market access, limitadong access sa capital investment, salungat na BIR policies, kakulangan ng extensive irrigation system at climate crisis-El Niño threat, at mabagal na adopsyon ng mga mahahalagang rice production technology.
“Unavailability and lack of access to real-time data, misaligned programs and activities across agri-related government agencies, inconsistent consultative meetings among the various rice stakeholders, and rice smuggling were also among the identified roadblocks to higher productivity,” ayon sa ulat.
“Existing government interventions addressing these concerns include the implementation of Farm and Fisheries Consolidation and Clustering program (F2C2), provision of various support services including credit and financing by the DA and the Land Bank of the Philippines, and establishment of climate-smart agriculture infrastructure,” dagdag pa rito.
Nagbabalangkas din ang administrasyon ng National Agricultural and Fisheries Modernization and Industrialization Plan at iba pang plano, na may konsultasyon sa ibang stakeholders, para gabayan ang development ng agriculture at fisheries sectors.
“It is also utilizing information technology to gather, analyze, and use data for food production such as the Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines or SARAI, and has been conducting regular meetings conducted by the National Convergence Initiative for Sustainable Rural Development,” batay sa ulat.
Ang recalibration ng importation schedule ay isinagawa para protektahan ang mga lokal na magsasaka at industriya.
Pinag-aaralan din ng pamahalaan ang requirements ng panukalang pre-shipment inspection system ng Department of Finance (DOF), DA, at iba pang government agencies, at ang DA ay nagsasagawa rin ng pagrerebisa ng Rice Tariffication Law (RTL) at implementing rules and regulations (IRR) nito.
Tinalakay din sa Palace meeting ang “clustering, low soil fertility, mill modernization at improved milling process.”
Taong 2019, itinatag ang PRISM na binubuo ng multisectoral groups na may kinalaman sa rice industry value chain.
“Its goal is to address the fragmented government approach in addressing issues and help protect the interests of all stakeholders, from the farmers to the consumers,” ayon sa ulat.
Nakipagpulong si Pangulong Marcos sa mga miyembro ng PRISM sa Palasyo ng Malakanyang at tinalakay ang estado ng Philippine rice industry, issues at concerns ng mga stakeholders, at posibleng paraan para sa pagsulong. Kris Jose
