MANILA, Philippines – Sinabi ng National Capital Region Police Office (NCRPO) nitong Biyernes, Abril 25, na nakakita ito ng “glaring operational lapses” sa pag-aresto sa isang Chinese national sa Pasig, na nag-ugat sa maling report tungkol sa umano’y “abduction.”
Sa pahayag, sinabi ng NCRPO na agad nitong pinaimbestigahan ang insidente na nangyari alas-7 ng gabi ng Abril 24, sangkot ang 10 hindi tukoy na indibidwal “wearing camouflage uniforms with long firearms on board several vehicles.”
Ayon sa NCRPO, napag-alaman na ang Bureau of Immigration at military intelligence service ay nagpapatupad ng mission order laban sa isang Chinese individual sa umano’y paglabag sa immigration law.
“However, in the initial investigation conducted together with the said partner-agencies, there were glaring operational lapses noted in the supposed operation,” anang NCRPO.
“It appears that the coordination made was not in accordance with the standard and prescribed procedures,” dagdag pa.
Sinabi rin ng NCRPO na nakatanggap ito ng impormasyon na “suggests there was excessive use of force” ng mga operatiba.
“Some of them indiscriminately and unjustifiably fired their guns in the process.”
“Also, there is evidence on the severity and impropriety on some of the actions made by operatives during the supposed operation,” dagdag pa.
Beberipikahin ng Eastern Police District ang iba pang ebidensya at mga finding sa pakikipagtulungan sa immigration bureau and Intelligence Service ng Armed Forces of the Philippines (ISAFP).
Titingnan din nito ang posibleng “negligence on the part of the PNP territorial units concerned.”
“NCRPO will not sit idly on this incident. The law applies to all and no one is above it.”
“A comprehensive probe is ongoing and should pieces of evidence warrant, we will file appropriate criminal charges against the erring personnel of our partner-agencies, following due process of law,” ayon pa sa NCRPO. RNT/JGC
