Government Optimization Act oks sa third, final reading sa Senado

MANILA, Philippines- Inaprubahan ng Senado sa ikatlo at huling pagbasa ang isang panukalang batas na naglalayong bigyan ng kapangyarihan ang Pangulo hinggil sa optimization ng posisyon sa gobyerno.

Pumabor ang 22 senador sa Senate Bill No. 890 o ang proposed Government Optimization Act sa plenary session nitong Lunes, June 2 na walang negative votes at abstention.

Ayon kay Senate President Francis “Chiz” G. Escudero, principal author ng panukala na may dating titulo ito bilang Rightsizing the National Government Act of 2022.

Isa sa priority measure ang panukala ng Marcos administration at tinalakay sa ginanap na Legislative-Executive Development Advisory Council meeting nitong May 29, 2025.

Layunin ng optimization bill na iwasan ang redundancies, kalusin ang redundant functions, gawing simple ang rules, regulations at mga proseso sa gobyerno.

Tiniyak naman ni Escudero na walang lay-off o mawawalan ng trabaho sa lahat ng tauhan ng gobyerno kapag naisabatas ang panukala.

“The measure primarily streamlines the bureacracy and will pave the way for the creation of new positions, new offices, upgrading, upskilling and upscaling personnel,” ayon kay Escudero.

Lilikhain sa panukala ang isang committee on Optimizing the Executive Branch (COEB) na tututok sa implementasyon ng batas sa GOP.

Kasama sa panel ang Executive Secretary bilang chairperson; Secretary of the Department of Budget and Management (DBM) bilang co-chairperson; at Secretary of Socioeconomic Planning, Chairperson of the Civil Service Commission (CSC), at ang Director-General of the Anti-Red Tape Authority bilang members.

“Covered under SBN 890 are all agencies of the executive branch, including departments, bureaus, offices, commissions, boards, councils, and all other entities attached to or under their administrative supervision, and government-owned or -controlled corporations (GOCCs) not covered by Republic Act No. 10149 or the GOCC Governance Act of 2011,” paliwanag ng batas.

“Exempted from the rightsizing program are the legislature, the judiciary, constitutional commissions, the Office of the Ombudsman, local government units (LGUs), and teaching-related positions of the education sector, military and uniformed personnel in the Department of National Defense (DND), the Department of the Interior and Local Government (DILG), the Department of Transportation (DOTr), the Department of Environment and Natural Resources (DENR), and the Department of Justice (DOJ),” ayon pa sa panukala.
