MANILA, Philippines – Nagpahayag ng suporta ang Commission on Human Rights (CHR) sa nagpapatuloy na imbestigasyon ng Kamara sa drug war deaths sa mga operasyon ng pulisya sa panahon ni dating Pangulog Rodrigo Duterte.
“The Commission supports the investigation by the Quad Com (quadruple House Committees), your honor. In fact, we are being invited as one of the resource persons,” ani CHR chairperson at abogadong si Richard Palpal-latoc sa deliberasyon ng House appropriations committee sa proposed P1 billion budget ng CHR para sa 2025.
“We were supposed to attend the hearing in [Bacolor] Pampanga, but we were informed that our attendance is not required yet, so we did not attend that [day],” dagdag ni Palpal-latoc.
Tinanong ni Muntinlupa representative Jaime Fresenedi ango CHR chairperson kung naiinsulto ba ang CHR sa Quad Com probe sa drug war deaths.
Tugon dito ni Palpal-latoc, hindi naman nito naaapektuhan ang trabaho ng CHR dahil ang Kongreso at ang kanilang komisyon ay may magkaibang mandato na maaaring magtulungan.
“We have different mandates, Your Honor. The Commission investigates human rights violations. On the other hand, the Congress, the House of Representatives, investigates the matter in aid of legislation. There is no conflict in that,” saad pa ng CHR chairperson.
“We have no negative or whatever reactions to the hearings conducted. And I would [also] like to mention the Commission is conducting its own independent investigation in the extrajudicial killings and in fact, we recently reconstituted our EJK (extrajudicial killings) task force to complete the investigation of the CHR on the cases of killings in relation to the drug war,” dagdag niya.
Sa kaparehong deliberasyon,tinanong nina Fresnedi at Kabataan party-list lawmaker Raoul Manuel si Palpal-Latoc kung sinusuportahan ba ng CHR ang hakbang na bayaran ang mga biktima ng drug war ni Duterte.
Ani Palpal-latoc, wala pang posisyon ang CHR kaugnay sa pagbabayad sa mga biktima ngunit suportado nito ang pagbabayad sa sinumang biktima ng human rights violation.
“Isa po sa mga mahalagang tignan po sana ay hindi lamang po extrajudicial killings. Dapat po lahat ng grave human rights violation should be compensated,” aniya.
“Victims of grave human rights violations, especially grave violations, should be compensated by the state, and we will provide recommendations,” dagdag pa nito.
Matatandaang iniimbestigahan si Duterte at iba pang opisyal ng kanyang dating administrasyon ng International Criminal Court (ICC) na may kaugnayan sa mga umano’y
crimes against humanity dahil sa systematic drug war deaths sa mga police operation sa kanyang termino.
Umabot sa 6,000 ang nasawi batay sa rekord ng pulisya, ngunit posibleng umaabot pa ng 30,000 ang mga nasawi batay sa rekord ng human rights groups. RNT/JGC
