Ikalawang salary increase sa gov’t workers pirmado na ng DBM

MANILA, Philippines – NILAGDAAN ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman ang National Budget Circular No. 597, nagbibigay ng mga alituntunin para sa second tranche ng umento sa sahod para sa mga civilian government worker.

Ang nasabing Circular ay ipinalabas ng naaayon sa implementasyon ng updated Salary Schedule para sa Civilian Personnel alinsunod sa Executive Order (EO) No. 64, s. 2024, na tinintahan ni Pangulong Ferdinand R. Marcos, Jr. noong Agosto 2024.

“Sa pagpapatuloy po ng pangako ng ating Pangulo, ipatutupad po natin ngayong January 2025 ang pangalawang bahagi ng salary increase para sa ating mga kawani ng gobyerno. We hope that this second tranche will provide much-needed financial relief and allow our government workers to better support their families, invest in their futures, and enhance their overall quality of life,” ang sinabi ni Pangandaman.

Nakasaad sa EO No. 64 na “the updated Salary Schedule shall be implemented in National Government Agencies in four (4) tranches, with the first beginning on January 1, 2024, the second on January 1, 2025, the third beginning on January 1, 2026, and the fourth and final tranche beginning on January 1, 2027.”

“This applies to all civilian government personnel, now existing or hereafter created in the Executive, Legislative, and Judicial Branches, the Constitutional Commissions and other Constitutional Offices, State Universities and Colleges, and Government-Owned and Controlled Corporations (GOCCs) not covered by Republic Act (RA) No. 10149 and EO No. 150, s. 2021, regardless of appointment status, whether regular, casual, or contractual; appointive or elective; and on a full-time or part-time basis,” ayon sa DBM.

Samantala, hindi naman saklaw ng Circular ang military at uniformed personnel; government agencies na exempted mula sa RA No. 6758; GOCCs sa ilalim ng RA No. 10149 at EO No. 150; mga indibiduwal na walang employer-employee relationship at pinondohan mula sa non-Personnel Services appropriations/budgets, gaya ng consultants at experts na mayroon lamang limited period para gampanan ang specific activities o services na may inaasahang outputs, mga manggagawa na kasama sa job contracts (pakyaw) at iyong mga binabayaran ‘on piecework basis’, mga student workers at apprentices, at iyong ang serbisyo ay may kinalaman sa pamamagitan ng job orders, contracts of service, o iba pang kahalintulad na katayuan.

Ang halaga na kinakailangan para sa salary adjustment ng civilian government personnel sa FY 2025 ay huhugutin sa Miscellaneous Personnel Benefits Fund at anumang ‘available appropriations’ sa ilalim ng FY 2025 General Appropriations Act, “subject to budgeting, accounting, and auditing rules and regulations.”

Para sa GOCCs na sakop ng Circular, ang halaga ay huhugutin mula sa kanilang corporate operating budgets, na aprubado ng DBM.

Samantala, binigyang diin naman ng DBM na ang guidelines na applicable sa local government units ay dapat na saklaw ng hiwalay na Circular. Kris Jose
