MANILA, Philippines- Para sa ilang mambabatas, pinal na at hindi na dapat mag-reconvene muli ang Bicameral Conference Committee para talakayin ang 2025 national budget.
Ang panawagan para magpulong muli ang Bicam ay kasunod ng pagkuwestiyon sa budget cut sa Department of Education (DepEd) at pagbibigay ng zero subsidy sa Philhealth.
“I don’t think there’s any need for us to reconvene as a bicam. Because we’ve already ratified it in both chambers.Agencies always want to have more, but unfortunately… limited ‘yung resources natin. So the balancing act for Congress and the Senate becomes very tricky,” pahayag ni House Deputy Speaker at Quezon Rep. David Suarez, isa sa miyembro ng Bicam.
Gayundin ang sentimyento ni House Committee on Appropriations Vice Chairperson at AKO BICOL party-list Rep. Raul Angelo Bongalon, aniya, hanggang sa ngayon ay wala namang anumang impormasyon na muling magpupulong ang Bicam.
“The outcome of the budget that was ratified by Senate as well as the House is now undergoing a thorough review of the Office of the President. We have to remember that the President can or may exercise his veto powers,” ani Biongalon.
Sa ilalim ng 2025 budget ay makakatanggap ang Kongreso ng dagdag na P17 bilyon, itinanggi naman ni Tingog Partylist Rep. Jude Acidre na ang kinaltas na budget sa DepEd at nawalang subsidy ng Philhealth ay napunta sa Kongreso.
“Ang kinuha po sa subsidy, like previously explained, was used for the completion of the construction ng Philippine Cancer Center, ‘yung pagtapos po ng mega hemodialysis center sa National Kidney, ‘yung continued expansion ng Lung Center of the Philippines, ‘yung patuloy po na paggawa ng specialty centers sa iba’t ibang regional hospitals… we reinvested it in the healthcare sector where it hurts the most, doon sa kakulungan natin ng healthcare infrastructure,” paliwanag ni Acidre.
Sinabi naman ni House Assistant Majority Leader at Zambales First District Rep. Jefferson Khonghun na nanatiling mas malaki ang budget para sa sector ng edukasyon kaysa sa DPWH.
“’Pag in-add mo rin talaga ‘yung budget for the entire education sector, mas malaki pa rin yung budget ng education sector kaysa sa DPWH. Sinusuportahan natin ‘yung panawagan ni Secretary Angara na additional budget para sa computerization ng DepEd, at syempre sinusuportahan din natin ‘yung call ng ating Presidente para sa additional budget din ng Department of Education,” paliwanag ni Khonghun.
Samantala, itinanggi din ni Bongalon na ang P26 bilyong pondo para sa AKAP ay isang uri ng pork barrel.
“As the Secretary of the DSWD has mentioned, the DSWD is the sole implementer of the program. So, lahat ng mga listahan doon, dumadaan sa validation ng mga registered social workers,” giit ni Bongalon.
