Korapsyon ‘di mawawakasan ng death penalty – CHR

MANILA, Philippines – Hindi mawawakasan ng pagpapatupad ng death penalty ang pangungurakot ng ilang opisyal ng pamahalaan, sinabi ng Commission on Human Rights (CHR) nitong Biyernes, Enero 24.

Ang pahayag ng CHR ay bilang tugon sa panukala na patawan ng death penalty sa pamamagitan ng firing squad ang mapatutunayang guilty sa corruption-related crimes, ayon na rin sa magiging hatol ng Korte Suprema.

“CHR recognizes that corruption is a grave offense that has far-reaching and systemic consequences, including perpetuation of inequality and weakening of institutions. However, the death penalty is not a guaranteed or effective solution to eradicate it,” sinabi ng CHR.

Ayon pa sa komisyon, ang death penalty ay ipinagbabawal sa ilalim ng 1987 Philippine Constitution.

Isa rin ang Pilipinas sa signatories sa Second Optional Protocol sa International Covenant on Civil and Political Rights na tuluyang nagbabawal sa pagpapatupad ng death penalty sa bansa.

Anang CHR, ang korapsyon ay masosolusyunan sa pamamagitan ng institutional reforms, consistent law enforcement, at maigting na transparency at accountability mechanisms.

“Such cruel punishment does not address the problem; instead, it obscures the need for systemic reforms and misdirects focus from preventative measures, such as strengthening accountability mechanisms and governance systems,” dagdag pa.

“The focus should be on ensuring the strict implementation of existing anti-corruption laws, enhancing scrutiny of public officials’ financial assets and transactions, and advancing full disclosure policies. These measures, coupled with vigilant monitoring and public participation, can build a culture of integrity and accountability in governance,” saad pa sa pahayag.

“Electing leaders of integrity fosters governance that prioritizes public welfare over personal gain. In combating corruption, a holistic approach rooted in human rights, good governance, and public empowerment remains the most effective path forward.” RNT/JGC
