Libreng academic records sa fresh grads, pinasasabatas ni Sandro

MANILA, Philippines – Isinusulong sa Kamara ang panukalang magbibigay ng libreng academic records sa mga bagong graduate upang mapadali ang kanilang pagpasok sa trabaho.

Inihain ni Ilocos Norte 1st district Rep. Sandro Marcos ang House Bill No. 8701 o Academic and Labor Pathways Assistance for Students (ALPAS) Act, na nag-aatas sa lahat ng higher education institutions—publiko man o pribado—na magbigay ng libreng dokumento tulad ng transcript of records, diploma, at certificate of graduation.

Saklaw nito ang mga fresh graduates o yaong nasa loob ng 12 buwan matapos magtapos, kung saan bawat isa ay may karapatang tumanggap ng hindi bababa sa limang libreng kopya ng kanilang mga dokumento, kasama ang certified true copies ng diploma, nang walang bayad sa processing o certification sa loob ng isang taon.

Ayon kay Marcos, layunin ng panukala na alisin ang gastos at abala sa pagkuha ng mga dokumentong kailangan sa job applications.

“The Constitution recognizes the close relationship between education and labor in national development. Taken together, these provisions highlight the importance of ensuring that graduates are able to transition effectively from education to the workforce,” ani Marcos.

Binigyang-diin din niya ang patuloy na problema ng unemployment at underemployment sa bansa, lalo na sa mga kabataang papasok sa labor market.

“Unemployment and underemployment continue to pose significant challenges in the Philippine labor market,” ayon pa sa anak ng Pangulo.

Kasama rin sa panukala ang pagbuo ng digital academic records system upang gawing mas mabilis at mas accessible ang pagkuha ng mga dokumento online.

“For many graduates, the journey towards employment begins with completing documentary requirements for job applications. Yet obtaining multiple copies of these documents can involve additional costs and time-consuming procedures,” giit pa ng solon.

“This measure seeks to strengthen that transition by addressing practical barriers encountered at the earliest stage of the job-seeking process,” aniya pa.

Dagdag pa niya, makatutulong ang panukala upang mapabilis ang pagpasok ng mga graduate sa trabaho.

“By making essential academic records more accessible and improving the efficiency of records processing systems in higher education institutions, this measure helps ensure that Filipino graduates are better equipped to pursue employment opportunities and contribute meaningfully to the nation’s workforce,” giit pa ni Marcos.
