MANILA, Philippines – Ipinag-utos ng Land Transportation Franchising and Regulatory Board (LTFRB) ang temporary reduction sa surge pricing para sa transport network vehicle services (TNVS) o mga sasakyan na na-book sa pamamagitan ng ride-hailing apps.
Batay sa Memorandum Circular No. 56 na pinirmahan ni LTFRB Chair Vigor Mendoza nitong Biyernes, Disyembre 12, ang surge pricing para sa TNVS vehicles ay dapat na hindi hihigit sa kabuuan ng per-kilometer rate at per-minute travel time.
Ang direktiba ay epektibo mula Disyembre 17, 2025 hanggang Enero 4, 2026.
Ayon sa LTFRB, “Transport Network Companies (TNCs) shall not collect any share, commission, or impose a service fee derived from the surge price component of the TNVS fare during the implementation of this Memorandum Circular.”
Sakop ng TNVS ang mga hatchbacks/subcompact units, car sedans, at AUVs/SUVs.
Matapos ang temporary adjustment order ends na magtatapos sa Enero 4, ang “surge pricing will return to its original rate unless the Board finishes its study on the matter,” dagdag ng board.
Sinabi rin sa memo na lahat ng akreditadong TNC ay dapat na magpasa sa LTFRB ng compliance report na naglalaman ng sumusunod na impormasyon sa Disyembre 17:
Full details or description of their old fare computation and surge; pricing algorithms; full details or description of the changes affecting the new surge pricing; cap made to their new fare computation and surge pricing algorithms; user interface samples; and details showing how the new capped fares are reflected in the passenger and driver applications.
Ang mga kompanya na “willfully or repeatedly” charge fares na lampas sa temporary surge pricing cap, o susubukang i-bypass ang cap sa pamamagitan ng indirect fees o kaparehong singil ay parurusahan batay sa umiiral na batas at regulasyon.
Ang memorandum nitong Biyernes ay bilang tugon sa reklamo ng mga commuter sa mataas na pamasahe sa mga TNVS lalo na tuwing peak hours at masamang panahon. RNT/JGC
