KASABAY ng obserbasyon ng International Biodiversity Day noong May 22, 2024 ang paglagda ni President Ferdinand “BBM” Marcos, Jr., ang Republic Act No. 11995 o PENCAS Act o Philippine Ecosystem and Natural Capital Accounting System na magbibigay ng malinaw na datus ukol sa likas na yaman ng bansa.
Mahalagang malaman ang mga datus na ito para magsilbing gabay sa paggawa ng economic and environmental policies, value ecosystem services, at sa pagbuo ng mga pamamaraan para ecosystem protection, conservation, and restoration.
Saklaw ng “natural capital” ang iba’t ibang uri ng halaman, mga hayop, hangin, tubig, lupa, ores and minerals na nagkakaloob ng ecosystem services katulad ng air and water filtration, flood protection, carbon sequestration, pollination of crops, at habitats for wildlife.
Magkakaroon na ang pamahalaan ng istatistika ng mga sumusunod:
– Depletion, degradation and restoration ng mga nabanggit na natural capital;
– Environmental protection expenditures;
– Pollution and quality of land, air and water; at
– Environmental damages and adjusted net savings
Inatasan ng batas ang Philippine Statistics Board (PSB) na siyang mamahala sa implementasyon ng PENCAS, pagbuo, pagpapanatili at pag-iingat sa natural capital accounts gayundin ang environmental and ecosystem accounts sa pamamagitan ng bubuuin nitong Environment, Natural Resources and Ecosystem Account Services (ENREAS).
Ang Department of Environment and Natural Resources (DENR) ang siyang magbibigay ng national capital accounting data sa PSB.
Nakatakdang bigyang halaga ng DENR sa ilalabas nitong Environmental Impact Assessment system ang opportunities, benefits or assets na maaaring magamit sa proyekto. Mas magiging klarado ang mga datus.
Maliban sa DENR, nakatakda ring magpatupad ng batas ang National Economic and Development Authority (NEDA); Department of Agriculture (DA); Department of the Interior and Local Government (DILG); Department of Education (DepEd); Commission on Higher Education (CHED); Technical Education and Skills Development Authority (TESDA); Professional Regulation Commission (PRC); Department of Finance (DOF); Department of Energy (DOE); at ang Department of Human Settlements and Urban Development (DHSUD).
