MANILA, Philippines – Pinigilan ng Senado ang pagtatangka ni Senador Rodante Marcoleta na direktang komprontahin si Ombudsman Jesus Crispin Remulla sa kamakailang pahayag nitong ang batas ay maaaring baliin.
Sa deliberasyon ng Senado sa proposed 2026 budget ng Ombudsman, tinanong ni Marcoleta ang kapulungan kung ang rules ay maaaring suspendihin upang personal na linawin ni Remulla ang isyu, o maglabas ng public apology sa naunang pahayag.
Ito ay kasunod ng sinabi ni Senador Sherwin Gatchalian na nagsasalita para sa Ombudsman bilang budget sponsor, na mahigpit itong hindi babaliin ang batas.
“In fact, he also intimated that he will abide by the Supreme Court ruling as he believes that the rulings form part of the law and the rule of law is supreme,” ani Gatchalian.
Sa kabila nito, hindi kumbinsido si Marcoleta at sinabing iba ang ipinapakitang aksyon ng Ombudsman sa prinsipyong sinasabi nito.
“You say you abide by the law strictly, but you say publicly that you can bend the law — how is that? Doesn’t the public need to be clarified on that matter? Our people might be confused by that statement. That’s why I am asking whether he can make a clarification or a public apology for saying that, and this will be good for the country,” ayon kay Marcoleta.
Kasunod nito ay sinuspinde ang deliberasyon ng Senado at nakitang nagpulong ang mga senador sa hiling ni Marcoleta ngunit kalaunan ay hindi pinayagan.
Sa pagtanggi sa mosyon ni Marcoleta, sinabi ni Deputy Majority Leader Sen. Risa Hontiveros na hindi pangkaraniwan sa kapulungan ang pagbibigay-daan sa mosyon na suspendihin ang mga panuntunan lalo na tuwing budget plenary deliberation.
“I apologize that it may not be possible also this morning,” sinabi ni Hontiveros.
Samantala, tinanong ni Senate President Vicente Sotto III kung nangangahulugan ba itong hindi tatanggapin ng kapulungan ang mosyon ni Marcoleta na sinagot naman ni Hontiveros.
“We are not entertaining the motion, but the chairman remains fully capable of addressing the important issue raised by the good gentleman,” ani Hontiveros.
“There’s no intention to bend the law. That’s very clear. In fact, the Ombudsman’s principle is to follow the law and uphold the law because he believes that the rule of law is supreme,” ayon naman kay Gatchalian.
“Just so it’s clear, what he affirmed was a figure of speech, but there is no intention to really bend the law because what he intends to do is implement the law with integrity and justice,” giit pa niya. RNT/JGC
