MANILA, Philippines – Nanawagan ang isang independent multi-stakeholder organization ng mas mataas na budget para sa rehabilitasyon ng Marawi at mas mabilis na kompensasyon sa mga biktima.
Sa isang pahayag, umapela ang Marawi Reconstruction Conflict Watch (MRCW) kay Pangulong Ferdinand Marcos Jr. at sa mga mambabatas na maglaan ng mas malaking pondo para sa proseso sa ilalim ng 2026 national budget para mapabilis ang kompensasyon ng mga internally displaced persons (IDPs) sa Marawi.
Ang data mula sa Marawi Compensation Board (MCB) ay nagpakita na 2,178 lamang sa 14,495 na claim ang naproseso noong Agosto 2025, na nag-iwan ng higit sa 12,000 compensation claims na hindi pa nababayaran. Umaabot ito sa P20 bilyon.
“We call for decisive actions such as increasing the programmed budget for Marawi compensation; providing a real-time updating system for claimants; and prioritizing the rebuilding of merit goods such as health and educational facilities damaged by the war,” ayon sa MRCW.
“This funding is more important than the tens of billions used for restoring infrastructure that is rarely utilized because IDPs have not been able to rebuild their homes inside the city in the first place,” dagdag pa nito.
Ang Marawi Siege Victims Compensation Program ay may P1 bilyong iminungkahing alokasyon sa ilalim ng 2026 National Expenditure Program.
“At least 352 claims per month – that is the accomplishment rate needed to finish 12,000 compensation claims in the remaining 34 months until June 2028 when MCB becomes functus officio,” saad ni Mcmillan Lucman, MRCW member and former Provincial Director of MILG-Lanao del Sur.
“The MCB has only resolved 2,000 claims so far. We hope to hear that the President will prioritize a speedy Marawi Compensation process. Marawi rehabilitation and rebuilding should focus on giving justice to war victims through the promised compensation,” ani Lucman.
“If we are expecting a faster compensation process, the allocated programmed budget for Marawi IDPs should also be increased,” dagdag pa niya. RNT/MND
