MANILA, Philippines – Sinabi ng Land Transportation Franchising and Regulatory Board (LTFRB) nitong Biyernes, Enero 5 na nasa mga operator at drayber na ang desisyon kung saan bibili ng modern public utility vehicles (PUVs).
Sa pulong balitaan, sinabi ni LTFRB Technical Division chief Joel Bolano na walang opinyon ang ahensya kung saan dapat bumili ang mga korporasyon at kooperatiba ng kanilang modernized units sa ilalim ng public utility vehicle modernization program (PUVMP).
Ang kanyang pahayag ay tugon sa panawagan ni Senate Minority Leader Aquilino Pimentel III sa Department of Transportation (DOTr) na pangalanan ang mga contractor na makapagbibigay ng up-to-date PUVs sa ilalim ng programa.
“‘Yung pagbili po ng sasakyan ng ating mga transport service entities (TSE) ay wala pong mandato doon and DOTr atska LTFRB. Ang role lang po ng government is to provide the Philippine national standard,” paliwanag ni Bolano.
“‘Yung pagpili po ay nasa TSE, kung saan po sila bibili [at] anong klase po ang bibilhin nila,” dagdag pa niya.
Sa kaparehong press conference, iginiit ni LTFRB officer-in-charge Riza Paches na hindi pinipwersa ng pamahalaan ang mga kooperatiba at korporasyon na bumili ng pinakamahal na uri ng modernized unit. Ang pagbili rin ng mga sasakyan ay pwedeng gawin sa pamamagitan ng loan.
Nang tanungin kung ilan ang certified manufacturers, sinabi ni Paches na karamihan sa mga io ay local manufacturers.
Ang up-to-date vehicles ay ikinategorya bilang Class 1, 2, at 3 – depende sa kapasidad, seating configuration, features, at price range.
Sinabi rin ng DOTR na ang bawat disenyo ay dumaan sa sertipikasyon mula sa Department of Science and Technology-Metals Industry Research and Development Center, Land Transportation Office, at Department of Environment and Natural Resources bago bigyan ng certificates of compliance ng DOTR.
Samantala, handa naman si Office of Transportation Cooperatives Chairman Ferdinand “Andy” Ortega sa congressional inquiry kaugnay sa mga manufacturer ng modernized units sa ilalim ng PUVMP.
“On the part of the DOTr family, we welcome and appreciate such invitations,” ani Ortega.
Nitong Huwebes, inatasan ni Speaker Ferdinand Martin Romualdez ang House committee on transportation na magsagawa ng motu proprio investigation sa sinasabing ‘unscrupulous activities’ sa PUVMP.
“The reports allege that existing transport officials are in cahoots with previous officials in negotiating for the imported modern jeepney units that will replace the old units,” saad sa pahayag ng House of Representatives leader. RNT/JGC
