‘Monitoring, evaluation’ may malaking papel sa educ reform – VP Sara

MANILA, Philippines- Binigyang-diin ni Vice President at Department of Education (DepEd) Secretary Sara Z. Duterte ang  “critical role” ng Monitoring and Evaluation (M&E) para mas lalo pang paghusayin at pagbutihin ang reporma sa edukasyon sa isinagawang 1st DepEd National M&E Conference.

Isinagawa mula Hunyo 20 hanggang 22, sinabi ng DepEd na ang komperensiya ay naglalayong makamit ang mga sumusunod na layunin gaya ng: “(a) set the direction of DepEd’s M&E system; (b) provide updates on the global and national M&E practices; (c) discuss the principles and standards of M&E; (d) discuss the M&E strategies and mechanisms of DepEd in doing M&E; and  (e) promote cooperation among DepEd program managers and staff to support M&E initiatives across governance levels.”

Sa naging mensahe ni Duterte, winika nito na binibigyan ng kapangyarihan ng M&E ang bawat indibidwal sa  education sector “to create and refine reforms” base sa data at ebidensiya.

“M&E is more than a procedural exercise—it breathes life into our organization, fostering transparency and accountability and a culture of continuous learning and improvement,” ayon kay Duterte.

Sinabi pa niya na ang event ay kahanay ng “MATATAG Agenda” at tumatayong kinatawan ng “unwavering promise to deliver accessible, quality, and equitable education for our learners.”

Ang three-day conference ay dinaluhan ng mga kinatawan mula sa DepEd, Ministry of Basic, Higher, and Technical Education, at piniling DepEd partners  na nakakuha ng kaalaman at kabatiran ukol sa “concepts, approaches, at strategies” ng M&E.

“Among the vital topics discussed in the forum were the Anchoring M&E to the MATATAG Agenda and Basic Education Monitoring and Evaluation Framework (BEMEF) Policy; Measuring Learning Proficiency amid the Learning Crisis; National Evaluation Policy Framework (NEPF) and National Practices on M&E; the Importance of Evaluations in the Education Sector; and the Utilization of Evaluation Findings in Policy Formulation,” ayon sa departamento.

Idagdag pa rito, nagsagawa naman ang “development at government” partners ng DepEd ng breakout sessions para pag-usapan ang mga konsepto na may kaugnayan sa pag-develop sa M&E framework, paglikha sa layunin, at saklaw para sa M&E, at pangangalap ng datos at pagsusuri.

“The forum also tackled M&E mechanisms in DepEd which includes discussion of the existing data management and information systems such as the Learner Information System, Basic Education Information System, National School Building Inventory and the Program Management Information System as tools for M&E,” ayon sa DepEd. Kris Jose
