OCD: Multisectoral approach kailangan sa disaster risk management

MANILA, Philippines- Sinabi ng Office of Civil Defense (OCD), araw ng Huwebes na ipinapakita ng ranking ng Pilipinas na may pinakamataas sa 2024 World Risk Report ang pangangailangan na magkaroon ng multisectoral approach sa disaster risk reduction and management.

“The Philippines taking the top spot in the 2024 World Risk Index (WRI) Report is a clear reminder that we need to keep working together to tackle and address the challenges and issues at hand,” ayon sa kalatas ng OCD.

“It is essential to continuously adopt a multisectoral approach in all aspects of disaster risk reduction and management. Collaborative interventions from different sectors are crucial to collectively address the pressing needs,” dagdag ng OCD.

Para sa risk report, may 193 bansa ang sinuri ng Institute for International Law of Peace and Armed Conflict ng Ruhr-University Bochum sa Denmark. Ang modelo para sa world risk index ay na-develop kasama ang United Nations University Institute for Environment and Human Security.

Ang top 10 na bansa na may pinakamataas na WRI ay:

  • Pilipinas- 46.91

  • Indonesia – 41.13

  • India – 40.96

  • Colombia – 37.81

  • Mexico – 35.93

  • Myanmar – 35.85

  • Mozambique – 34.44

  • Russian Federation – 28.12

  • Bangladesh – 27.73

  • Pakistan – 27.02

Ang ikinonsiderang dahilan ay ang antas ng “exposure, vulnerability, susceptibility, lack of coping capacities, at lack of adaptive capacities to crises” kabilang na ang “extreme natural disasters, conflicts, pandemics at wars.”

Sinabi ng OCD na “enormity of this task” ay mangangailangan ng kolaborasyon sa iba’t ibang sektor para matugunan ang iba’t ibang dahilan ng risk o panganib.

“Through collaboration with various sectors, the OCD will continue to promote more comprehensive and concrete efforts to reduce risks,” ayon sa OCD.

“This will involve implementing capacity-building interventions and other measures aimed at minimizing risks and improving the country’s risk profile,” dagdag na pahayag ng OCD.

Sa kabilang dako, sinabi naman ni Environment Secretary Ma. Antonia Yulo-Loyzaga na ang Pilipinas ay isa sa “fastest-growing economies” sa buong mundo na may steady population at bumababang poverty rate.

”This explains our high exposure and vulnerability,” ang sinabi ni Loyzaga sa hiwalay na kalatas.

”We are now studying the report carefully but have already been working strategically across departments and local governments with development partners and the private sector to build our capacity to protect these gains along with lives and livelihoods,” patuloy niya.
