ITINAAS ng administrasyong Marcos ang borrowings o paghiram nito mula sa domestic sources sa pagsisimula ng 2025, gaya ng total gross financing na umabot sa ₱213.1 billion noong Enero.
“This posted a ₱9.9 billion or nearly five percent hike from the ₱203.2 billion recorded in January last year,” ayon sa Bureau of the Treasury (BTr).
Ang January’s gross borrowings ay umabot sa mahigit na 8% ng kabuuang planned borrowings ng gobyerno na ₱2.545 trillion para ngayong taon.
Ang Gross domestic debt ay mahigit sa 71% ng kabuuan subalit nananatiling malayo sa target ng gobyerno na 80% share. Para ngayong taon, layon ng pamahalaan na makamit ang 80:20 borrowing ratio sa pagitan ng domestic at foreign debt.
Ang kabuuang domestic debt ay tumaas ng ₱10.7 billion, umabot sa ₱152.2 billion. Sumasalamin ito sa halos 8% na pagtaas mula sa ₱141.5 billion borrowed locally sa nakalipas na taon.
“Broken down, the BTr raised ₱140 billion from fixed-rate treasury bonds (T-bonds), higher than the amount it borrowed in 2024. It also increased its borrowings from short-dated treasury bills (T-bills), which stood at ₱12.2 billion from ₱11.5 billion a year ago,” ayon sa ulat.
Samantala, ang gross foreign debt ay bahagyang nabawasan mula ₱61.6 billion noong Enero ng nakaraang taon sa ₱60.9 billion. ito’y pagbaba ng ₱700 million o mahigit isang porsyento lang.
Sa kabila ng pagbaba, “it still exceeded the government’s planned foreign debt share of 20 percent, reaching nearly 29 percent in January” ayon sa BTr.
Ang Program loans mula multilateral lenders at bilateral development partners, lalo na, umabot sa ₱56.3 billion, tumugma sa record ng nakaraang taon.
Samantala, binawasan naman ng gobyerno ang project loans sa ₱4.7 billion, mula sa ₱5.3 billion noong 2024.
“It can be recalled that the Marcos administration’s gross borrowings surged to ₱2.56 trillion in 2024, up ₱370 billion, or nearly 17 percent, from ₱2.19 trillion in 2023, driven by a sharp rise in domestic and foreign debt,” ayon pa rin sa ulat.
Ang total borrowings noong nakaraang taon ay lumampas sa borrowing plan ng administrasyon, lumampas ito ng ₱100 billion. Ito’y sobra sa 4% mas mataas kaysa sa programmed ₱2.46 trillion para ngayong taon. Kris Jose
