MANILA, Philippines — Nanawagan si Senator Risa Hontiveros na magpasa ang pamahalaan ng P52.8-bilyong emergency supplemental budget upang matugunan ang epekto ng umiigting na sigalot sa Middle East sa ekonomiya ng bansa.
Ginawa ni Hontiveros ang panawagan habang patuloy na tumataas ang presyo ng diesel at petroleum sa bansa at nagsisimula nang maramdaman ng mga motorista ang epekto ng digmaan sa Middle East.
“If the disruption in global oil supply due to the war continues, the government must absorb the imminent economic shock from the escalating oil crisis,” ani Hontiveros sa isang press briefing.
“That is why our call today is simple and not exhaustive: we must discuss, prepare and pass an emergency supplemental budget package, which my office estimates will amount to P52.8 billion,” dagdag niya.
Sa panukala, ilalaan ang P12 bilyon para sa transport subsidies, P2.9 bilyon para sa agricultural subsidies, at hindi bababa sa P38 bilyon para sa repatriation at reintegration ng overseas Filipino workers (OFWs).
Ayon kay Hontiveros, maaaring umabot sa P12 bilyon ang dagdag na gastos sa krudo kung tataas ng higit P10 kada litro ang presyo ng langis sa loob ng tatlong buwan.
“The transport subsidy that should be discussed now is P12 billion, because that is almost the projected cost. However, according to the Department of Energy (DOE) itself, there is no new fund in the 2026 budget for fuel subsidy,” aniya.
“All that can be used is approximately P2.5 billion in continuing funds from 2025,” dagdag niya, at sinabing hindi sapat ang naturang halaga upang tugunan ang inaasahang gastos.
Binigyang-diin din niya na may kahalintulad na problema ang sektor ng agrikultura dahil P150 milyon lamang ang available na subsidy fund kahit tinatayang aabot sa P2.8 bilyon ang dagdag na gastos kung mananatiling mataas ang presyo ng fertilizer.
“But based on our estimate, if the high price of fertilizer persists, the additional cost exposure in the sector will be P2.8-billion. Again, the projected burden is at P2.8 billion, and all the sector has is P150 million. That is not protection. Far from it,” aniya.
Sinabi rin ni Hontiveros na nangangailangan ng karagdagang pondo ang Department of Migrant Workers dahil ang P1.76-bilyong emergency fund nito ay sapat lamang para sa limitadong repatriation operations.
“If the situation worsens, large-scale evacuation and reintegration support will be needed. That should include income support and employment programs for returning OFWs, so the required funds will reach P38-billion,” ani Hontiveros.
Iminungkahi rin ng senador ang ilang posibleng mapagkukunan ng pondo, kabilang ang tinatayang P70 bilyon mula sa mga discontinued flood control projects noong 2025 at ang P2.5-bilyong pondo para sa farm machinery ng Philippine Center for Postharvest Development and Mechanization na maaaring gamitin bilang agricultural subsidy.
Iminungkahi rin niya ang “phased obligation” sa ilang malalaking infrastructure projects upang hindi agad ilabas ang buong halaga ng proyekto at makapagpalaya ng pondo. RNT
