MANILA, Philippines – Sinabi ni JV Ejercito, pinuno ng Senate committee on ethics and privileges, na sa pinakamaaga ay maaari siyang magsagawa ng pagdinig sa Marso 4.
Sa text message noong Biyernes, ipinaalam ni Ejercito sa mga mamamahayag na dalawang linggo nang naghihintay ang kanyang tanggapan ng bakanteng silid sa Senado.
Bilang solusyon, humingi siya ng pahintulot kay Vicente Sotto III na gamitin ang Senate Lounge, ngunit sa halip ay pinayagan silang gamitin ang conference room ng Senate President.
“Senate President Sotto has authorized the ethics committee to use the Senate President’s Conference Room on March 4 at 10 a.m. to expedite the meeting as soon as possible,” ani Ejercito.
“The meeting will be an executive session among members. The agenda is the adoption of rules, and we will proceed to the initial vetting of cases,” dagdag niya.
Sa ngayon, anim na reklamo na ang naihain laban sa ilang senador, kabilang ang isa laban kina Ejercito at Ronald dela Rosa.
Nauna nang naghain ng ethics complaint si abogadong Marvin Aceron laban kay Ejercito dahil sa umano’y gross neglect of constitutional duty.
Sa 18-pahinang reklamo, sinabi ni Aceron na naghain siya ng kaso matapos umanong hindi aksyunan ni Ejercito ang ethics complaint laban kay dating Senate President Francis Escudero noong Oktubre 2, 2025.
“347 citizens signed that complaint—including a Constitutional Commissioner who helped draft the 1987 Constitution and a National Artist who represents the highest honor in Filipino culture. 109 days later, the Senate committee on ethics and privileges, chaired by respondent Sen. JV Ejercito, has not assigned a case number. Has not issued an acknowledgment. Has not provided any information on the complaint’s status. Has taken no action whatsoever,” ayon sa reklamo.
“This failure is not mere negligence or administrative delay. After 109 days of complete inaction, it constitutes willful Gross Neglect of Constitutional Duty—a deliberate refusal to perform a mandatory duty,” dagdag pa nito.
Iginiit din ni Aceron na hindi kakulangan sa kakayahan kundi kakulangan sa kagustuhan ang problema ng ethics panel.
Hinihiling niya ang censure kay Ejercito, ang pagtanggal nito bilang chairman ng ethics committee, at ang mandatory inhibition nito sa paghawak ng reklamo laban kay Escudero.
Nanawagan din ang reklamo ng mga reporma tulad ng mandatory docketing sa loob ng limang working days, public complaint registries, at tuluy-tuloy na pagproseso ng ethics complaints buong taon.
“This complaint does not ask the Senate to move mountains. It asks the Senate to do what barangays do in five minutes: assign a case number,” ayon sa reklamo.
Ipinaliwanag naman ni Ejercito na may umiiral na proseso kung paano diringgin ang mga kaso at dapat itong sundin ayon sa pagkakasunod ng paghahain.
“We can’t just prioritize Aceron’s case against Sen. Escudero. We are a government of laws, not of men,” aniya sa Filipino. RNT/MND
