MANILA, Philippines – Mariing tinaggihan ni Sen. Joel Villanueva ang mga paratang sa pagkakasangkot sa P600-million insertion sa unprogrammed funds ng 2023 national budget.
Ginawa ni Villanueva ang pahayag matapos na kumpirmahin ni Senate President Pro Tempore Panfilo Lacson nitong Huwebes ang pagkakaroon ng P600-million na pondo para sa mga flood control projects sa Bulacan sa 2023 unprogrammed budget.
Sinabi ni Lacson na binilang niya ang mga insertion, na binanggit ang pito o walong item na nagkakahalaga ng P75 milyon bawat isa, na may kabuuang kabuuang P600 milyon.
Si Brice Hernandez, dating assistant district engineer ng Department of Public Works and Highways (DPWH), ay naunang iniugnay ang P600-million insertion kay Villanueva at iginiit na humingi siya ng 30 percent kickback.
“Who has the power in unprogrammed funds? DBM (Department of Budget and Management)? DPWH? Speaker? Senate president? The president?” saad ni Villanueva.
“We did not insert the unprogrammed funds, and that can be easily proven,” dagdag niya. “An ordinary senator has no such power.”
“A staggering kickback of 30 percent? But they could not show any contractors nor any projects. What is this? It’s as if they are turning me into a punching bag,” ani pa niya.
Ayon kay Villanueva malinaw sa kaniya na isang “syndicate, those with an interest in 2028, those seeking popularity, and those trying to make me a sacrificial lamb” ang nasa likod ng mga alegasyon.
Dagdag pa ng senador, magsasampa siya ng kaso laban sa mga responsable, at iginiit na walang basehan ang mga alegasyon.
“It is enough. I am tired of these accusations without proof. I will fight this in a proper forum—at the court. I will sue them, and I will face it all there [at the court],” aniya. RNT/MND
