MANILA, Philippines —Dalawa na lamang na pirma ang kailangan upang maihain at maipresenta sa plenaryo ng Senado ang partial report ng Blue Ribbon Committee hinggil sa kontrobersiya sa flood control, ayon kay Senador Panfilo “Ping” Lacson.
Sinabi ni Lacson na pito na ang lumagda sa draft report, kabilang ang kanyang sarili, Senate President Vicente “Tito” Sotto III, at sina Senators Bam Aquino, Risa Hontiveros, Erwin Tulfo, Kiko Pangilinan, at Senator Raffy Tulfo.
“Seven as of yesterday…Senator Raffy Tulfo,” ayon kay Lacson sa isang ambush interview, at binigyang-diin na kailangan ng hindi bababa sa siyam na pirma bago ito maisumite at ma-sponsor sa plenaryo.
Sa kanyang privilege speech, sinabi ni Lacson na halos tatlong buwan na ang ginagawang pag-aaral sa ulat ngunit hindi pa rin ito kumukumpleto ng kinakailangang suporta.
“To date, almost three months have passed, only seven including the present Chairperson and the Senate President, have affxed our signatures to this draft. I therefore thank our colleagues…who had signed the partial committee report and while I disagree with those who have not, let me state for the record Mr. President that I respect their decision even as I understand whatever reasons they have for not signing,” ani Lacson.
“Botton line: it is their right as Senators of the Republic,” dagdag pa niya.
Ayon kay Lacson, dalawa na lamang ang kulang na lagda upang maihain ang ulat sa Senate Bills and Index Division.
“Dalawa na lang po, two or three more at puwede nang i-file sa Bills and Index Division ng Senado ang partial committee report. Until then, I am not yet yielding the floor,” aniya.
Kinuwestiyon naman ni Senador Rodante Marcoleta ang umano’y kondisyon ni Lacson bago tumanggap ng interpellation, habang iginiit ni Senate President Sotto na prerogative ng bawat senador ang mag-yield o hindi mag-yield.
“It is the prerogative of any member of the Senate to yield or not yield,” ayon kay Sotto.
Nauna nang nagbabala si Lacson na maaaring mai-archive ang partial report kung hindi makukumpleto ang mga pirma bago mag-adjourn ang 20th Congress sa June 5, 2026. RNT
