PH-led measure na pagkilala sa Hague rulling sa dispute settlement in-adopt ng UNGA

IN-ADOPT ng United Nations General Assembly (UNGA) ang resolusyon na pinangunahan ng Pilipinas, kung saan kinikilala ang mahalagang papel ng Permanent Court of Arbitration (PCA) sa mapayapang kasunduan o pag-aayos ng international disputes.

“PH spearheaded this campaign, together with core group members Australia, Egypt, Guatemala, Hungary, and Thailand,” ayon kay PCA Administrative Council’s acting president at Netherlands’ ambassador to the Philippines Eduardo Malaya.

May petsang Hulyo 21, inimbitahan ng resolusyon ang mga miyembro ng UNGA na gunitain ang ika-25 taong anibersaryo ng international tribunal. Nakabase sa Netherlands, itinatag ang PCA sa Hague Peace Conference noong 1899.

“The measure encouraged member states to support and make use of the PCA’s services “consistent with international law, in arbitration, conciliation, mediation, commissions of inquiry and other peaceful means of dispute resolution.” ayon kay Malaya.

Ang assembly resolutions ay nagsilbi bilang desisyon o rekumendasyon para sa mga member states na may kinalaman sa “general principles of cooperation for maintaining international peace and security,” and the “peaceful settlement of any situation that might impair friendly relations among countries.”

“Malaya said the policy-making organ adopted the resolution by consensus, without a vote, and that 122 Assembly members co-sponsored it. Most resolutions are approved this way,” ayon sa UN.

Samantala, welcome naman kay Department of Foreign Affairs (DFA) Sec. Enrique Manalo ang nasabing hakbang at nagpahayag na “the consensus adoption of the resolution shows that countries do see the merit of upholding the rule of international law and credible dispute settlement mechanisms like the PCA – to deal with their differences through diplomacy, peacefully, and not by force or intimidation.” Kris Jose
