MANILA, Philippines – TININTAHAN ni Pangulong Ferdinand R. Marcos Jr., araw ng Biyernes ang dalawang batas na magpapatibay sa ‘entitlement and responsibility’ ng Pilipinas sa maritime zones nito.
Nilagdaan ng Pangulo ang Philippine Maritime Zones Act at ang Philippine Archipelagic Sea Lanes Act, na aniya’y “significant laws that emphasize the importance of our maritime and archipelagic identity.”
“With these pieces of legislation, we align our domestic laws with international law, specifically the UN Convention on the Law of the Sea or UNCLOS, improve our capacity for governance, and reinforce our maritime policies for economic development and for national security,” ang sinabi ni Pangulong Marcos sa ceremonial signing sa Palasyo ng Malakanyang.
Nakasaad sa Philippine Maritime Zones Act, idineklara ang maritime zones ngPilipinas alinsunod sa pamantayan na itinakda ng United Nations Convention on the Law of the Sea (UNCLOS).
Hangad din nito na I-designate ang archipelagic sea lanes ng bansa, na lilikha ng routes o ruta sa katubigan at airspace ng Pilipinas.
Giit ng Pangulo ang nasabing batas ay mahalaga upang tiyakin ang karapatan at tungkulin ng bansa ay ‘well-defined.’
“Our people, especially our fisherfolk, should be able to pursue their livelihood free from uncertainty and harassment. We must be able to harness mineral and energy resources in our seabed” ang sinabi ni Pangulong Marcos.
Binigyang diin pa rin ng Chief Executive na ang igiit ang maritime zones ng Pilipinas ay pagpapakita sa international community ng commitment ng Pilipinas na ‘nurturing, cultivating at protecting’ ang maritime domain ng bansa.
Samantala, ang Philippine Archipelagic Sea Lanes Act, nage-establisa ng sistema ng archipelagic sea lanes at air routes, kung saan ang foreign vessels at aircraft ay dapat na I-exercise ang karapatan ng archipelagic sea lanes passage.
“The designated archipelagic sea lanes and air routes aim to facilitate safe passage for foreign ships and aircraft without compromising our national security nor diminishing our capacity for good environmental stewardship,” aniya pa rin.
Sinabi pa rin ng Pangulo na ang dalawang batas ay makaaapekto sa domestic laws at regulasyon sa national at local level.
Umaasa naman ang Pangulo na ang mga naturang batas ay pahihintulutan ang bansa na ipagpatuloy na idepensa ang teritoryo nito.
“It is my fervent hope that with the help of these two laws, we will continue to pursue and defend our maritime interests and navigate towards a brighter and stronger Bagong Pilipinas,” ang sinabi ng Pangulo. Kris Jose
