MANILA, Philippines- Dumepensa si Agriculture Secretary Francisco Tiu Laurel Jr. nitong Biyernes sa kanyang desisyong ipagbawal ang pag-aangkat ng ilang uri ng isda, at sinabing hindi ito makaaapekto sa produksyon ng canned fish, partikular ang mackerel.
Ipinaliwanag ni Tiu Laurel na “technically” ay pinapayagan ang importers “to import 10% more than what they are using now.”
“So, I don’t see any reason why they fear a possible shortage in the supply of mackerel for canning,” pahayag ng opisyal.
Inihayag ito ng Agriculture chief matapos magbabala ng Canned Sardines Association of the Philippines na posibleng tumaas ang presyo ng canned mackerel kasunod ng direktiba ng DA na suspendihin ang paglalabas ng import clearances para sa galunggong o round scad, mackerel, at bonito.
Nitong April 1, ipinalabas ni Tiu Laurel ang Department Administrative Order (DAO) No. 14, series of 2024, na nagsusupinde sa pag-isyu ng sanitary at phytosanitary import clearances ng galunggong, mackerel, at bonito matapos makatanggap ng mga ulat na ang mga isdang ito na inaangkat para sa canning, processing, o institutional buyers ay dinadala sa wet markets.
Subalit, sa parehong kautusan, pinapayagan ang “importation of mackerel for canning purposes provided that the volume thereof shall be based on VATable sales of the canned products from the previous year with additional 10% of said sales for buffer.”
Ani Tiu Laurel, nagmula ang problema sa pagbebenta ng “crafty” importers ng bahagi ng kanilang frozen fish inventory sa wet markets, kung saan exempted ang marine products mula sa value-added tax.
“The problem is diversion. If they (importers) imported mackerel and diverted it to wet markets, they will fall short [of their required supply],” anang opisyal.
