ITINUTURING ni Pangulong Ferdinand Marcos Jr., na “unfortunate” ang patuloy na nangyayaring “provocative, unilateral at illegal actions” sa West Philippine Sea (WPS) sa kabila ng kalinawan na nakasaad sa international law.
Sa pagsasalita sa forum na inorganisa ng international think tank Lowly Institute sa Melbourne, araw ng Lunes, sinabi ng Pangulo na ang aksyon na lumalabag sa “sovereignty at sovereign rights” ng Pilipinas ay “obstruct our path towards” sa pananaw ng Association of Southeast Asian Nations (ASEAN) sa South China Sea bilang karagatan ng kapayapaan, katatagan at kasaganaan.
Ito aniya ang dahilan kung bakit ipagpapatuloy ng Maynila ang pakikipag-ugnayan sa Beijing, na higit sa lahat ay nagsasagawa ng agresibong operasyon sa buong South China Sea, “bilaterally and through ASEAN-led mechanisms to address our differences at sea.”
Dahil dito, sinabi ng Pangulo na determinado ang Pilipinas na gumana ang bilateral mechanisms ng bansa sa China at mapakinabangan ito ng ibang claimant states gaya ng Singapore, China, Indonesia, Thailand at Vietnam tungo sa mapayapang pamamahala sa alitan dahil sa WPS.
“As a country committed to the cause of peace and the peaceful settlement of disputes, the Philippines continues to tread the path of dialogue and diplomacy despite these serious difficulties,” aniya pa rin.
“Our adherence to the 2002 ASEAN-China Declaration on the Conduct of Chinese in the South China Sea remains steadfast and so is our commitment to working with ASEAN and China towards an effective and substantive Code of Conduct that finds its moorings in UNCLOS and respects the interest of all stakeholders, including Australia,” dagdag na pahayag ng Pangulo.
Subalit, naniniwala ang Chief Executive na ang nasabing pagsisikap ay hindi dapat ipagpalagay na isang vacuum.
Aniya, ang isang kaaya-ayang kapaligiran kung saan epektibong mapapamahalaan ang tensyon ay mahalaga para sa tagumpay ng Code of Conduct sa negosasyon sa South China Sea.
“We shall never surrender even a square inch of our territory and our maritime jurisdiction,” ayon sa Punong Ehekutibo.
“In this regard, we are upgrading the capabilities of our Coast Guard, pursuing the modernization of our Armed Forces, and earlier this year, I approved the updated acquisition plan of the Armed Forces of the Philippines,” lahad nito.
Aniya pa, dapat na magarantiya ng puwersa ng Pilipinas ang lahat ng mga mamamayang filipino, Philippine corporations, at iyong mga awtorisado ng Philippine government ang “unimpeded and peaceful exploration and exploitation of all natural resources in the areas where we have jurisdiction including and especially our exclusive economic zone in accordance with international law.” Kris Jose
