MANILA, Philippines – TANGGAP ng Malakanyang ang substitute bill ukol sa Adolescent Pregnancy Prevention bill ni Senator Risa Hontiveros.
”Well, we always welcome initiatives like those kasi it means she finally realized that there must be something [objectionable] to her earlier version. But we are not judging her version at all,” ayon kay Executive Secretary Lucas Bersamin.
Sa kabilang dako, umaasa na ngayon si Senadora Risa Hontiveros na papasa na sa panlasa ng mga kritiko ang substitute bill para sa isinusulong niyang Pregnancy Prevention Bill.
Binago kasi ng senadora ang ilang probisyon ng kontrobersiyal na anti-teenage pregnancy bill kasunod ng mga kritisismo.
Dahil dito, umaasa si Hontiveros na susuportahan na ito ng mga senador na binawi ang kanilang pirma sa panukala.
Inalis na kasi ng senadora ang mga kontrobersiyal na probisyon at isinama ang mga rekumendasyon ni Senate President Chiz Escudero.
Kabilang na rito ang pag-alis sa katagang ” guided by International Standards”, paglimita sa Sex Education sa 10 taon pataas; pag-adjust sa 16 taong gulang pataas pagdating sa access sa Reproductive Health Product ng walang parental consent.
Naniniwala naman si Hontiveros na hindi na babalik pa sa committee level ang pagdinig sa substitute bill.
Matatandaang, sinabi ni Pangulong Ferdinand Marcos Jr. na ibi-veto niya ang Senate Bill 1979 o “Prevention of Adolescent Pregnancy Act” kung maipasa raw ito sa kasalukuyan nitong mga nilalaman.
Sa isang ambush interview nitong Lunes, Enero 20, sinabi ni Marcos na nabasa na raw niya nang detalyado noong weekend ang Senate Bill 1979, at hindi raw siya sang-ayon sa ilan umanong bahagi ng panukalang batas.
“I was shocked and I was appalled by some of the elements of that. Because this is, all this woke that they are trying to bring into our system. You will teach four-year olds how to masturbate, that every child has the right to try different sexualities,” ani Pangulong Marcos.
“This is ridiculous. It is abhorrent. This is a travesty of what sex education should be to the children.”
Samantala, nang tanungin naman si Bersamin kung ano ang basehan ni Pangulong Marcos sa sinasabing probisyon ukol sa masturbation matapos na igiit ng senadora na wala naman ito sa kanyang panukalang batas, sinabi nito na na may nabasa ang Pangulo na may indikasyon ng masturbation.
”This is very common, you know when you read something, you read the lines and there are between the lines… language is very broad, you have a connotation, denotation and the other implications of language,” ayon kay Bersamin.
”Let’s give the President a benefit of the doubt about that no? He probably read there something that indicated to him that it is going to include masturbation… he’s entitled to that opinion,” aniya pa rin. Kris Jose
