MANILA, Philippines – Pinaghahandaan ng Department of Agrarian Reform (DAR) at World Bank (WB) ang paglulunsad ng Inclusive Partnerships for Agrarian Reform Communities (IPARC) Project upang palakasin ang suporta sa mga Agrarian Reform Beneficiaries (ARBs).
Ayon kay DAR Secretary Conrado Estrella III, layunin ng IPARC Project na tulungan ang mga magsasaka na gawing mas produktibo, kumikita, at sustainable ang kanilang mga lupa na nabigyan na ng individual titles sa ilalim ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project.
Kasama sa paghahanda ang unang Commodity Cluster Farm (CCF) visit sa Ilocos Norte, kung saan sinuri ang kahandaan ng mga ARBs, Agrarian Reform Beneficiary Organizations (ARBOs), at lokal na stakeholders para sa posibleng implementasyon ng IPARC. Binisita ang BBMD, Carasi-Piddig, at Pagudpud-Dumalneg Clusters na pangunahing nagtatanim ng palay.
“This is a project that I think is a super important addition to Project SPLIT. It is sort of like the second piece of SPLIT. Now that you have the title, what’s next? Let’s try to support you and make sure your land is more profitable and more sustainable, and that you can pass it on to your heirs,” ani WB Senior Land Administration Specialist Sarah Antos.
Sa buong Ilocos Region, may 39 commodity cluster farms, 13 rito ay nasa Ilocos Norte. Inaasahang makikinabang sa IPARC project ang 7,573 ARBs na nakatanggap ng electronic land titles sa lalawigan.
Layunin ng proyekto na palakasin ang agricultural value chains, dagdagan ang produksyon, at palawakin ang merkado para sa mga magsasaka sa ilalim ng agrarian reform, kasabay ng pagtiyak ng mas matatag na kita at kabuhayan. (Santi Celario)
