MANILA, Philippines – Naghain ng panukala si Senate Minority Leader Vicente “Tito” Sotto III na naglalayong magpatupad ng polisiya para sa full public disclosure ng mga rekord at transaksyon ng pamahalaan na may kinalaman sa public interest.
Ang panukalang “People’s Freedom of Information Act of 2025” ay naglalayong kilalanin ang karapatan sa impormasyon sa mga usapin na dapat malaman ng publiko.
“Transparency is the cornerstone of good governance. To foster accountability, trust and citizen participation, our Government shall provide ready and complete access to key information to the discerning public” saad sa pahayag ni Sotto nitong Linggo, Agosto 10.
Binibigyang mandato ng panukala ang paglalabas ng mga specific na impormasyon partikular ang taunang Statement of Assets, Liabilities, and Net Worth (SALN) ng mga sumusunod na public servants:
President
Vice President
Members of the Cabinet
Members of Congress
Justices of the Supreme Court
Members of Constitutional Commissions and other constitutional offices
Officers of the Armed Forces with General or Flag Ranks
Lahat ng ahensya ng pamahalaan ay inatasan din na mag-upload ng mga kaukulang impormasyon sa kanilang mga website.
Kabilang dito ang subject to monthly updates, rehistro ng mga transaksyon, mga dokumento at rekord ng taunang budget, buwanang koleksyon at disbursements, summary ng income at expenditures, procurement plan at listahan, mga items to bid at procurement contracts.
Sa kabila nito, sinasabi sa panukala na ang mga sensitibong personal na impormasyon katulad ng race, ethnicity, origin, health records, religion, political affiliations, education, at tax returns ay pananatilihing ‘classified.’
Maaari ring tanggihan ang access sa impormasyon kung makokompromiso rito ang national security at foreign affairs ng bansa.
Binibigyang mandato ang mga ahensya ng pamahalaan na maghanda ng Freedom of Information Manual sa loob ng anim na buwan mula sa pagpapatupad nito.
Ang mga opisyal ng pamahalaan na magtatago, tatanggi, sisira, at mandaraya ng impormasyon ay mahaharap sa parusang pagkakulong ng isang buwan hanggang anim na buwan at multang mula P10,000 hanggang P100,000.
“In this modern world where data is readily available online, information about government transactions, processes and actions shall likewise be accessible to our countrymen as a matter of right,” ani Sotto.
Ang mga miyembro ng Liberal Party (LP) sa Kamara ay muling inihain naman ang FOI bill na nagbibigay mandato sa paglalabas ng SALN ng pangulo, bise presidente, at iba pang high-ranking government officials ng bansa. RNT/JGC
