TORRE’S PROMISE OF REFORM TOWARDS A BETTER PNP

WITH the appointment of PGen. Nicolas Torre III as Philippine National Police chief, the public is finally hearing what many have long waited for: a commitment to policing with integrity.

His strong declaration — “No arrest quotas, no planting of evidence and most importantly, no killings” — signals a major shift from the questionable practices of previous administrations.

This is more than just policy talk; it’s a vision of a police force that serves with respect, not fear.

Torre’s reforms are grounded in practicality. He’s pushing for faster emergency response through the deployment of more Quick Response Teams and setting a five-minute response time goal for 911 calls.

At the same time, he’s making it clear that abuse of power will no longer be tolerated. “Walang palusot. Kapag tamad ka o abusado, maghanda ka.”

This kind of tough love is what the PNP needs to shape a culture of accountability and action.

What’s also promising is Torre’s focus on rewarding lawful, quality police work.

By using confidential funds to incentivize officers who follow due process, attend court hearings, and help convict real criminals, he’s shifting the emphasis from aggressive enforcement to effective justice.

Hindi lang basta huli — kailangang may resulta at may saysay. His openness to coordination with the Commission on Human Rights also shows that human dignity remains central to his approach.

Of course, these reforms won’t be easy. Deep-rooted habits, internal resistance and external pressure can derail even the best intentions.

But with strong leadership, consistent enforcement, and support from the public, this could be the beginning of a more humane and professional PNP.
