MANILA, Philippines – MAGLALAAN ang United Nations (UN) ng USD10.5 million o P607 million sa bagong relief support sa rehiyon na labis na tinamaan ng kamakailan lamang na mga bagyo sa Pilipinas.
Inanunsyo ng UN Philippines ang bagong pagpopondo, araw ng Biyernes, kasabay ng pagbabago sa Humanitarian Needs and Priority Plan (HNP), target na ipunin ang USD42.4 million (P2.47 billion) para sa typhoon-stricken communities.
“Following more devastation in an unprecedented typhoon season affecting almost 13 million people, the Humanitarian Country Team (HCT) has since increased its target to USD42.4 million under the updated HNP — with USD10.5 million from the UN-CERF (Central Emergency Response Fund),” ang sinabi ni UN Philippines Resident Coordinator and Humanitarian Coordinator Gustavo González.
“UN-CERF’s contribution will be implemented by the World Food Programme (WFP), the International Organization for Migration, the Food and Agriculture Organization of the United Nations, the UN Population Fund and the UN Children’s Fund (UNICEF),” ayon kay González.
“These overlapping typhoons aggravated the humanitarian situation and exhausted local response capacities across all regions affected. The time to act is now,” aniya pa rin.
Sa nakalipas na huling limang linggo, hinikayat ng HCT ang mga donors at partners na lumabas at tumulong sa relief efforts sa pamamagitan ng HNP.
As of December 5, may kabuuang USD20.1 million (P1.17 billion) ang kailangan para ma-meet ang revised targets habang ang USD22.3 million (P1.3 billion) ng kontribusyon ay natukoy na sa ilalim ng plano.
Susuportahan naman ng ‘updated’ HNP ang mahigit sa 535,000 sa siyam na lalawigan sa Luzon gaya ng Batanes, Cagayan, Isabela, Aurora, Batangas, Camarines Sur, Albay, Catanduanes at Camarines Norte.
Sinabi ng UN Philippines na makatutulong ito sa ‘government at humanitarian partners’ sa paghahatid ng lifesaving assistance, mula ’emergency shelter, health, nutrition, water, early recovery, hanggang hygiene and sanitation support’, sa mahigit na susunod na anim na buwan.
Ang paunang funding requirement para sa HNP ay USD33 million (P1.92 billion) ay para tulungan ang 210,000 indibiduwal.
“We are gradually making strides in gathering resources and thankful to each and one of our donors who heeded our call,” ayon kay Gonzalez.
“We still urge our partners to continue helping us fill long-term and critical gaps for recovery and help us reach the targets under the HNP Plan,” ang winika nito.
Nangako naman ang US government ng USD6 million para suportahan ang logistics, shelter, water, sanitation at hygiene, at iba pang inisyatiba na may kaugnayan sa disaster response.
Sa kabilang dako, naglaan din ang Australian government ng USD3.5 million para sa food security, gender protection, at livelihood recovery efforts, habang ang pangako naman ng Germany ay USD400,000.
Ang mga kontribusyon mula sa mga gobyerno ng United Kingdom (USD1.25 million sa pamamagitan ng UNICEF at WFP) at Canada (USD355,872 sa pamamagitan ng WFP) ay ilalaan sa 4Ps (Pantawid Pamilyang Pilipino) Program.
Nangako naman ang South Korea ng USD500,000 contribution para tumulong sa disaster response.
Ang cash assistance ay makadaragdag sa nagpapatuloy na tulong ng Department of Social Welfare and Development (DSWD) at WFP sa Bicol region, partikular na sa ilalim ng 4Ps. Kris Jose
