MANILA, Philippines – Hinimok ni Deputy Speaker Paolo Ortega V ng La Union si Vice President Sara Duterte na personal na dumalo sa susunod na pagdinig ng House committee on justice ngayong araw, Abril 22 para manumpa ng salaysay, pumirma ng bank waiver, at direktang sagutin ang mga alegasyon ng resource person na si Ramil Madriaga.
Ani Ortega, ang kumbinasyon ng sworn testimony at bank waiver ay mag-aalis ng pagdududa at magbibigay-daan sa mga dokumento para ayusin ang isyu.
Ang panawagang ito ni Ortega ay kasunod ng mga salaysay ni Madriaga ‘under oath’ sa panel noong Abril 14, at kasunod nito ay pumirma pa siya ng bank waiver.
“What the public needs now is that [she should undergo] impeachment, under oath, for the truth [to come out], instead of being a no-show,” sinabi ni Ortega.
“If she wants to refute Madriaga, it should not be through a caption, not through a press statement, not through a looping soundbite. Face the committee, take an oath, and answer,” dagdag pa.
Iginiit ni Ortega na ang pagpirma sa bank waiver ay isang ‘decisive move’ patungo sa transparency dahil mabeberipika ang mga financial record na iniuugnay sa mga alegasyon.
Magbibigay-daan ang bank waiver para ma-access ng mga awtoridad ang bank documents para makumpirma o mapabulaanan ang mga paratang ng undisclosed asset at mapatatahimik ang anumang ispekulasyon o iba-ibang pahayag.
Ipinunto rin ni Ortega na kung wala ang hakbang na ito ay mananatiling ‘claims’ at ‘denials’ lamang ang iiral sa halip na ebidensya.
“As of now, one side has a witness who took an oath and faced the committee. The other side has talking points and is making media rounds,” ani Ortega.
“Those sides are not equal. Taking an oath has a legal obligation.”
Samantala, sinagot naman ni Ortega ang pahayag ng kampo ni Duterte sa pamamagitan ni Atty. Salvador Paolo A. Panelo Jr., na ang mga pahayag ni Madriaga ay “pure fiction.”
“If Madriaga’s testimony is ‘pure fiction,’ as they are claiming, VP Sara should face the justice panel under oath,” ayon kay Ortega.
Kung may hindi rin aniya pagkakapareho sa mga impormasyon ay dapat itong masuri sa pamamagitan ng mga dokumento at pagtatanong, at hindi magamit para lalong umiwas sa pagdinig.
“If there’s an error in what the witness is saying, it should be met with the right answer. If there are any holes [in the testimony], the document [to prove it] should be presented. If there’s a lie, face it and deny it.”
“But it should be done in the right place, where there will be clarificatory questions, such as in the House committee on justice, so that they can be placed on record. That’s respect for the process,” dagdag pa.
Nilinaw naman ni Ortega na hindi inaalam ng House panel kung guilty si Duterte at nakatutok ito sa pagtukoy ng probable cause batay sa ebidensya at testimonya.
Sa kabila nito, mas magiging maganda ang proseso kung ang lahat ng partido ay magpapasakop sa kaparehong lebel ng pagtatanong.
“The people are not waiting for more statements that are issued through others. What they are waiting for is the vice president herself. She should face [the committee], take an oath, and answer,” aniya. RNT/JGC
