WHAT began as a regional directive swiftly became a model for decisive law enforcement.

In just 14 days, the Police Regional Office 3 (PRO3) executed a highly coordinated manhunt that led to the arrest of all ten Regional Level Most Wanted Persons in Central Luzon for the month of October — individuals charged with grave offenses including murder, rape, armed robbery and drug trafficking.

This extraordinary accomplishment marks the second consecutive month of exceptional operational performance, following PRO3’s 10-day capture of the September Top 10 fugitives.

The back-to-back operations represent not just speed, but a calibrated display of discipline, intelligence and leadership.

Spearheading the campaign is PRO3 Director PBGen. Rogelio “Pojie” Peñones Jr., whose leadership is aligned with the strategic direction of Acting Philippine National Police Chief LtGen. Jose Melencio “Tateng” Nartatez Jr. — under the EMPO (Enhanced Managing Police Operations) and the PNP’s Focused Agenda.

From intelligence build-up to the execution of high-risk arrests, every move was anchored on planning, precision and inter-unit collaboration.

According to the command’s spokesman, PRO3 Public Information Officer, Lt. Col. Dexter Versola, the operation was made possible through unified efforts across all provincial and city police offices in the region.

“This was not the achievement of a single unit, but a unified commitment of the entire police force in Central Luzon to ensure that fugitives face the full force of the law,” said Versola.

Among the highlights of the campaign was the arrest of the region’s Top 3 most wanted in Bulacan, following days of surveillance and intelligence-driven field operations.

This is what swift, credible, and community-anchored policing looks like. And with PRO3’s continued momentum, the message is clear: No criminal can outrun justice.
